Welcome to the USAID/Afghanistan Legal Office.  We are providing this resource to assist USAID/Afghanistan employees on ethical issues and to provide legal advice.  In addition, this site provides guidance to USAID partners/contractors in ensuring appropriate compliance with U.S. and Afghan legal requirements governing USAID’s activities.  We are working with Afghan ministries to resolve problems that USAID partners/contractors are facing in terms of legal issues. 

This resource is provided for informational purposes only and is not a substitute for legal advice.  When dealing with a question of local law, it is always advisable to seek advice and work with USAID local lawyer.  When dealing with questions of ethics, the Automated Directives System (ADS), and other USAID policies, it is always advisable to seek advice and work with a USAID regional legal advisor (RLA).  When dealing with questions regarding your contract or grant, you should always work with your USAID contracting officer (CO) and contracting officer's technical representative (COTR/AOTR).
