The Plans and Operations Branch is the backbone of all planning policies and procedures relevant to the management of all hazard response. It coordinates the execution of test, training and exercises on matters that impact MEDDAC , while improving responsiveness during emergency and eliminates duplication of efforts. It is comprised of the following:

- Emergency Operations Center Functions (EOC)
- C2 for Emergency Management Response and Consequence Management
- Taskings
- Contingency Plans
- Mobilization
