IMA Program Management Alerts

  • Budgetary constraints remain as a result of the Continuing Resolution Authority (CRA). IMA/DIMA/ARE annual training will be limited to 12 days.  No automatic authorization for OCONUS 19 days IMA/DIMA/ARE AT will be authorized. If there is a change to this requirement it will be posted as an "alert" within this website.

  • The FY13 IMA Report is now available.  Agencies may request their report from HRC OP or EP Operations Team.  Agencies are to review the report with their FY13 MOBTDA to assure the billets are accurate. Initiate any realignment request and or assignment/transfers at this time.   

  • The following HRC policy memorandums have been rescinded effective 9 October 2012:  (1) HRC, AHRC-PL, 12 Feb 10, Subject:  IMA IDT for Pay HRC, (2) AHRC-S-PL-I, 8 Feb 2010, Subject: IMA AT Policy – Periodic Health Assessment (PHA) Policy

  • APFT is now authorized to be performed in an IDT status for pay, upon the agency commander’s discretion.

  • IRR on COADOS involuntarily transferred to the IMA Agency - Though many agencies use their authorization for mobilization/retiree recall requirements, DA G3/5/7 provided input to the G1's Personnel Policy Guidance (PPG) stating that IRR/TPU/Retiree Recall are not to be placed on COADOS orders using IMA billets.  HRC has engaged in a policy whereby IRR Soldiers activated against IMA billets will be involuntarily assigned to the agency to which they have been activated.  If necessary, they will be "double slotted" and/or authorized MOS/Grade mismatch based upon their being accepted by the Command as a satisfactory activation asset.  Upon reach the end of their activation they may be reassigned back to the IRR.

  • At least 72 hours advance notice is required for the issuance of airline tickets.  IMA Soldiers' AT orders are used to obtain an airline ticket (not thru the Defense Travel System, DTS).  Please read the Defense Travel Management Office memo for guidance.

Individual Mobilization Augmentee (IMA) / Drilling Individual Mobilization Augmentee (DIMA) Program

The overall objective of the IMA program is to facilitate the rapid expansion of the Active Army wartime structure of the department of Defense and/or other departments or agencies of the U.S. Government to meet military manpower requirements in the event of military contingency, pre-mobilization, mobilization, sustainment, and / or demobilization operations.  The IMA Program is governed by Department of Defense Instruction 1235.11 (Management of Individual Mobilization Augmentees), and Army Regulation 140-145 Individual Mobilization Augmentation (IMA) Program.

Key Points
 
  • The IMA authorized strength for FY 12 is 4000.  The Office of the Chief, Army Reserve (OCAR) reviews strength reports from the U.S. Army Human Resources Command for determination of budget execution and Requirements and Management Program (RAMP) strength.

  • IMA position requirements are established on Mobilization Table of Distribution and Allowances (MOBTDA) by active component agencies based on mobilization requirements.  Changes are submitted by proponent agencies and entered into The Army Authorization Document System-Reserve (TAADS-R) system during Management of Change (MOC) processing cycles.

  • A Drilling IMA (DIMA) may be authorized to perform up to 48 paid Inactive Duty Training (IDT) periods (depending on available funds) in addition to 12 days Annual Training (AT).

The Soldier and the IMA agency coordinator plan dates for completion of IDT and AT.  The agency prepares the DA Form 1380 within 72 hours after completion of IDT and certifies satisfactory performance in accordance with AR 140-145.  Certifying officers or their designated representatives must have an AHRC Form 3 on file with the HRC Reserve Pay.
