Passport Services
The Embassy Consular Section can assist with passport issuances and replacements, and can amend your U.S. passport. To apply for a new passport, you must come to the Embassy in person and bring the following documents:
Proof of Citizenship:
Original or certified true copy of your birth certificate, certificate of naturalization, certificate of citizenship, Consular Report of Birth Abroad, or a previous U.S. passport.
Proof of Identity:
Previous U.S. passport, certificate of naturalization, certificate of citizenship, driver’s license, or government identification card or pass. OR, you must appear with an identifying witness who has known you for at least two years. Your witness must prove his or her identity and complete and sign an affidavit of identifying witness before the consular officer. The consular officer has the discretion to accept this as proof of identity or request further proof.
For children under 16 years of age:
An original or certified copy of the child’s birth certificate or Consular Report of Birth Abroad is also required when applying for a child’s passport in order to establish parentage.
One Photos:
One photo of yourself, 2x2 inches in size. The photo can be either color or black and white and must be clear, front view with a light background.
Fees:
For adult applicants renewing a passport, the total fee is $110. For first-time applicants age 16 and over, or those whose passports have been stolen, the total fee is $135. The fee for minors under 16 years of age is $105.
A person applying for a U.S. passport for a child under 16 must demonstrate that both parents consent to the issuance of a passport to the child or that the applying parent has sole authority to request the passport. Both parents must appear in person with the child and sign the application in front of the Consular Officer. Please call the Consular Section at 596-400 X2592 if you have questions. Effective April 8, 2002, American citizens residing or traveling abroad who require issuance of a U.S. passport will be issued the latest, state-of-the-art passport incorporating a photo-digitized image and other enhanced security features. U.S. Embassies and Consulates will achieve this goal by transferring the passport issuance function to a domestic U.S. passport facility. This will increase processing times at some U.S. Embassies and Consulates, but the Department of State is committed to ensuring that American citizens receive secure documents in a timely manner. American citizens are encouraged to apply early for renewal of expiring passports. Embassy Kigali typically receives finished passports back about 2 weeks after the application is submitted.
U.S. Embassies and Consulates will continue to issue passports in emergency cases. Such passports will be limited in validity, and cannot be extended. Bearers will be required, however, to exchange their limited validity passports for a full-validity photo-digitized passport upon completion of their emergency travel, both through passport facilities in the U.S. and U.S. Embassies and Consulates abroad. As a reminder inconveniences such as airline change fees do not constitute real emergencies and a fee may be charged for after-hours consular services.
