Capability 5 - Data Management, Technology Transfer, Education and Outreach (EOD)EAP’s Data Management, Technology Transfer, Education and Outreach capability supports the program’s extensive data management and communications needs. The Ecosystem Observation Program (EAP) requires the capability to timely manage, access, analyze and disseminate scientific information. Customers also include other Ecosystem Goal programs, all NOAA line offices, other Federal agencies including the Departments of Defense, Commerce, Energy and Transportation and NASA, state and local government agencies, academia, industry, and the general public. The regional nature of EAP’s ecosystem observing activities requires distributed and regionalized data management. Data is generated, analyzed, and distributed at the six NMFS regional fisheries science centers and satellite labs, at OAR and NOS labs and field sites, at state-federal partnership regional fisheries information networks, and NOAA Headquarters. The type of data collected and managed by EAP is also very diverse, arising from observing activities that range from living marine resource surveys to environmental quality assessments and remotely sensed-imagery. The capability 5 supports the EAP by leveraging current technology to develop a comprehensive (fisheries) scientific information management framework. It promotes the improvement of regional data management and integration. It also supports the assimilation of data management reporting capability across regions and the nation in order to respond to the regional, cross-regional and national (fisheries) scientific information management reporting requirements, and supports the efficient management decision making process on our living marine resources. EAP also works with the NESDIS National Ocean Data Center (NODC) and National Coastal Data Development Center (NCDDC). NODC and NCDDC serve as the national archive and steward for marine ecosystem data and are leaders in the international ocean data community. NODC EAP is currently working to better coordinate and integrate its data management and communications capabilities through modernized regional and national ecosystem information systems that will be compliant with IOOS DMAC standards and protocols. Achieving such systems is a challenging but necessary step in supporting the continued development of NOAA’s ecosystem approaches to management. Finally, EAP disseminates its scientific information to policy makers, stakeholders, and the general public primarily through the NMFS Scientific Publications Office (SPO). SPO disseminates EAP’s world class science in peer-reviewed scientific journals and non-peer reviewed Technical Memoranda and Administrative Reports. The SPO also plays a critical role in dissemination and outreach functions among NOAA Fisheries Science Centers and Regional Offices around the country.
