Conflict Management and Governance

The Horn of Africa and Great Lakes regions are characterized by failed or weakly governed states that are vulnerable to emerging violent ideologies and conflict over natural resources. USAID helps promote the creation of a strong regional framework for conflict mitigation, especially to address cross-border security problems and is strengthening the capacity of African institutions to reduce cross border insecurity.

Regional, multi-sectoral interventions prevent and mitigate conflict and address the root causes of instability. This is being achieved through improved early warning systems, responsive leadership at local, national and regional levels, and the introduction of anti-corruption measures that reduce insecurity in areas such as the regional transport sector.  USAID/East Africa is supporting the development of conflict mitigation and management strategies and structures that build political will and institutional capacity to respond to and prevent violence in border regions in East Africa.

USAID/East Africa helps strengthen regional government institutions and works with other donors and civil society to improve transparency and enhance regional trade to benefit the citizens of the region.

Women share a friendly conversation at the Peace Market in Mandera, Kenya. Part of the Cross-Border Peace Initiative, the market was established to help develop practical problem-solving partnerships between cross-border communities from Somalia, Ethiopia and Kenya.

CEWARN's focus is on cross-border pastoral conflicts. It is currently operational in two pilot areas: the Karamoja Cluster, situated on the borders of Uganda, Ethiopia, Sudan and Kenya, and the Somali cluster on the Ethiopian, Kenyan and Somali borders.

Support from USAID helps provide early warning information on cross-border pastoral conflicts in Ethiopia, Uganda and Kenya. This information helps states prevent the escalation of violence.
