Jeff Head

Mr. Head was born in Washington DC to a career Air Force family. After traveling to many locations around the world, they settled in Charleston, SC in 1974.

In 1980, Mr. Head graduated with honors from Charleston Southern University with a bachelor’s degree in Accounting and a minor in Economics’. Upon graduation in 1980, he joined Chellis, Mitchum and Company, a local CPA firm, as the Director for Financial Services.

He began his federal career in 1983, as a Financial Systems Accountant for the Naval Supply System Command in Charleston where he was responsible for standardizing and automating the accounting operations. In 1984, Mr. Head became a Supervisory Operating Accountant supporting the Financial Information Processing Center (FIPC) within the Naval Supply Center, which supported Navy customers with accounting operations in the southeast region. In June 1986, he moved to Kings Bay, GA to work with the Naval Submarine Base, Comptroller Department on the Base Operation Support Contract. In June 1987, he returned to Charleston and worked on the staff of the Director, Financial Information Processing Center (FIPC) as a Financial Systems Accountant.

In 1992, he was nominated and selected to participate on a Department of Defense (DoD) initiative, DMRD 910, representing the Services on the evaluation and selection of a standard accounting system for DoD. Then in February of 1994, Mr. Head lead a team on the establishment of the Defense Finance and Accounting Service (DFAS) Center at Charleston. In 1994, he became the Supervisory Operating Accountant for the Working Capital Fund and General Funds Division. One of his responsibilities was consolidating all capitalized resolving fund sites from across the United States into Charleston and standardizing their financial operations. In 2003, he became the Deputy Director for DFAS Charleston, where he was responsible for all operations; including Accounts Payable, Payroll, Accounting and Support Services. In July of 2006 he pursued a life-long dream and accepted a position as the Resource Manager in Wiesbaden, Germany with the Corps of Engineers. In July 2008, he moved back to Charleston and works for the Corps of Engineers as their Financial Manager. Mr. Head has been awarded two Civilian Meritorious awards and has received various other awards and recognitions throughout his federal career. He received his first meritorious award in 1989, for his efforts to support the cleanup of Hurricane Hugo, and a second in 2002 for his accomplishments on various financial management improvement initiatives. He is a member of the American Society of Military Comptrollers and the Association of Governmental Accountants.
