EPA has created the Electronic Notice of Intent (eNOI) (no paper!) for construction sites, industrial facilities, pesticides and vessel operators to apply for coverage under EPA's Construction General Permit (CGP), Multi-Sector General Permit (MSGP), Pesticides General Permit (PGP) and Vessel General Permit (VGP). The eNOI system is a free online service. Registration is quick and easy. Please click the eNOI logo to begin the process of filing an electronic Notice of Intent.

You should use the eNOI system because it's:
- Easier! - eNOI’s online instructions and help menus will guide you through the certification process.
- Faster! - Using eNOI will eliminate 2 weeks or more in processing time. Using eNOI is the fastest way to get your application process started.
- More Accurate! - eNOI tips will help you avoid common mistakes that could cause additional delays.
You can use the eNOI System to:
- Fill out your NOI and other electronic forms.
- Terminate coverage using eNOI even if you submitted a paper NOI.
- Fill out forms even if you don't meet the definition of certifying official. The system lets you complete the form and send it to the appropriate certifying official for signature.
- Modify forms that have already been certified and submitted to EPA.
- Save your forms as draft so that you can complete them at a later time.

Gaining Access to the eNOI System and Training
To apply for coverage as a first time user, you must first register to gain access to use eNOI. Registration and training materials are available online for submitting your NOI and other electronic forms under EPA's Construction General Permit eNOI Home Page, EPA's Multi-Sector General Permit eNOI Home Page, EPA's Pesticide General Permit eNOI homepage or EPA's Vessels eNOI Home Page.
