Enterprise Licensing Agreements

The Department of the Navy is establishing Enterprise Licensing Agreements (ELAs) with IT hardware and software vendors to achieve cost savings, improve management, streamline procurement and enhance security. The DON ELAs are negotiated and centrally managed by the DON. As stated in the Feb. 22, 2012, memo, "Mandatory Use of DON Enterprise Licensing Agreements," signed by the Department of the Navy Chief Information Officer, the Assistant Secretary of the Navy for Research Development and Acquisition, and the Assistant Secretary of the Navy for Financial Management and Comptroller, all DON organizations and programs are required to use DON ELAs when the ELA offers the required hardware, software or service products. All DON ELAs and associated procurement policies are posted to the Program Executive Office for Enterprise Information Systems PMM-110 portal page.

DON IT Conference Sessions Offered via DCO

Microsoft Enterprise Licensing Agreement Signed

Per the recently signed Microsoft Department of the Navy enterprise licensing agreement, all procurement of Microsoft brand software licenses including software assurance (SA), SA only, and subscriptions and SA-step up (SASU) for desktop and server based products must be acquired through the Microsoft DON enterprise licensing agreement (ELA) if that product is offered by the DON ELA.

DON Enterprise Licensing Agreements to Optimize IT Procurement
