Directorate of Emergency Services

The Directorate of Emergency Services provides 24-hour force protection, law enforcement, fire protection and community assistance to the Soldiers, civilians and family members of U.S. Army Garrison-Hawaii; maintains liaison with federal, state and local law enforcement agencies; supports installation contingency operations.

Visitors

All visitors to U.S. Army Garrison-Hawaii installations must have a visitor pass. Passes can be obtained at Fort Shafter’s Buckner Gate, Tripler Army Medical Center’s main gate, Pohakuloa’s main gate and Schofield Barracks’ Lyman Gate (for access to either Schofield Barracks or Wheeler Army Airfield).

In order to obtain a visitor pass, drivers must possess a valid license, vehicle safety inspection, registration and proof of no-fault insurance.

Employees, Residents & Frequent Visitors

Occasional visitors who do not have a current military decal (DD Form 2220) or Installation Access Pass (IAP) will be routed to the closest Visitor Control Center (VCC) for a temporary vehicle pass. VCCs are located at Fort Shafter's Buckner Gate, Tripler Army Medical Center's main gate, Pohakuloa's main gate and Schofield Barrack's Lyman Gate (for access to either Schofield Barracks or Wheeler Army Airfield), and they can provide daily passes that expire at midnight of the date of issue, based on need.

Sponsored guests and commercial businesses must possess and present a guest or contractor Installation Access Pass to gain entry at any access control point (ACP). Installation Access Passes are processed by the Installation Access Office, Building 6508, Leilehua Golf Course.

In order to obtain a guest IAP, the sponsor and guest should visit the Installation Access Office and fill out the guest registration packet. To minimize processing time, sponsors can fill out the packet ahead of time. Some form of identification with proof of social security number will need to be brought in.

In order to obtain a contractor IAP, the contracting office representative must submit a signed and approved IAP application along with a personnel information sheet to the Installation Access Office. Printed proof of social security numbers will need to be presented with all substantiating documents to the IAP Office. After the office has processed the paperwork (typically two days), the contractor may pick up his or her pass at the office. The contractor must bring some form of identification with proof of his or her social security number.

Vendors and contractors with commercial vehicles who do business on Army installations on a regular basis can receive extended passes for individual and fleet vehicles, for periods stipulated by the COR/sponsor, by registering their vehicles at the IAP Office. Company “Multiple Operator” memorandums will be presented to IAP personnel upon requesting a vehicle IAP.

Registering Your Vehicle

Starting Jan. 16, 2012, U.S. Army Garrison-Hawaii will no longer issue Department of Defense decals for privately owned vehicles. 

As a result, DOD decals won’t be required for access to USAG-HI installations. Instead, the Common Access Card, or CAC, and other approved military identification will be the single source used to allow access through any Army installation access control point.

Decals do not need to be removed from POVs if they have not expired.  Once a decal expires, drivers will be required to return it to either the Schofield Barracks Provost Marshal Office (PMO) or the Fort Shafter PMO.

Soldiers, family members, civilian employees and their commands must ensure that all POVs comply with applicable state laws and are properly registered. Vehicle owners must have current and valid insurance, as well as a state-required safety sticker.

The Security Branch, Directorate of Emergency Services, USAG-HI, will continue to maintain and issue rank emblem decals for general officers and command sergeants major assigned at the general-officer level. Those decals will be issued at the Installation Pass offices located at Leilehua Golf Course (808-655-1620) and Fort Shafter Flats (808-438-0982), while supplies last.

All motorcyclists must also have proof of completion of a valid DoD-approved safety course.

Motorists and vendors with additional questions should contact the USAG-HI’s Directorate of Emergency Services, Installation Access Office at 808-656-0247, the Fort Shafter PMO at 808-438-2230, or the Schofield Barracks PMO at 808-655-9496.

Retirees and Soldiers in the Reserves and National Guard may apply for a decal from Joint Base Pearl Harbor-Hickam's Nimitz Pass and ID office, located at 1250 South Drive, Building 3455, Honolulu, HI, 96818, if they require frequent access to JBPHH. The Nimitz Pass and ID office hours of operation are Monday-Friday, 7:30 a.m.-3:30 p.m. Call 808-471-3627 or 808-474-9140 with any questions.

Retirees need to show a military ID, a current driver’s license, vehicle registration, proof of safety inspection and valid insurance.

Reservists and National Guardsmen need to show a current military or dependent ID card, a DD 1409 that is signed and approved by their reserve unit, a current driver’s license, vehicle registration, proof of safety inspection and valid insurance.

If Soldiers and families require frequent access to Joint Base Pearl Harbor-Hickam, are not assigned there and do not have a decal, they can apply for a decal at the Military Police Station, located at Building 79, near Lyman Gate on Schofield Barracks, Monday-Friday, 8 a.m.-4 p.m. Call 808-655-8405 or email jose.m.javier2.civ@mail.mil.

    Bradshaw Airfield Gate: Gate closed. For use by emergency services personnel only.

Red Hill (Housing)
   Main Gate: Gate open 24 hours/ 7 days a week.

Schofield Barracks
    Lyman Gate (Required gate for all visitors): Gate open 24 hours/ 7 days a week.
    Foote Gate: Gate open from 5 a.m.-9:30 p.m./ 7 days a week.
    Macomb Gate: Gate open 5 a.m.-7 p.m., Monday-Friday. Closed Saturday, Sunday and holidays.
    McNair Gate: Gate open 24 hours/ 7 days a week.

Tripler Army Medical Hospital
    Tripler Gate: Gate open 24 hours/ 7 days a week.

Wheeler Army Airfield
    Kunia Gate: Gate open 24 hours/ 7 days a week.
    Kawamura Gate: Gate open 5 a.m.-9:30 p.m./ 7 days a week.
    HECO Gate: Gate open 6:30-8:30 a.m. and noon-3 p.m., Monday-Friday, exit only.
    Stover Gate: Gate open 5:30-7:30 a.m., Monday-Friday, exit only.

Neighborhood Watch

U.S. Army Garrison-Hawaii’s Directorate of Emergency Services has two community-oriented policing officers dedicated to the revamped Neighborhood Watch program. Area North, headquartered out of Schofield Barracks, has Mindy Dye; Area South, headquartered out of Fort Shafter, has Susan Manuma. Both officers are experienced, highly-trained Department of the Army civilian police officers. Their major duties will be to police the community.
