Enable the Components to effectively deliver goods and services that meet the needs of the warfighter, while ensuring a business deal that is in the best interests of the tax payer by overseeing and implementing the OSD Better Buying Power Initiatives, formulating and overseeing complex, DOD-wide pricing policies and strategies supporting the procurement of major defense system programs, major automated information systems and service acquisitions for the Department.

Background

The Director of Defense Pricing reports to the Under Secretary of Defense (Acquisition, Logistics, and Technology) (USD(AT&L)) but is supported by the Defense Procurement and Acquisition Policy office. The Director of Defense Pricing reports to the USD(AT&L) and has a DoD-wide scope of responsibilities covering the Joint Staff, all DoD components, other USG agencies, and the defense industry to include routinely interfacing with Congress. In this role, the incumbent must oversee and implement the OSD Better Buying Power Initiatives, formulate and oversee complex, DOD-wide pricing policies and strategies supporting the procurement of major defense system programs, major automated information systems and service acquisitions for the Department.

• Oversight and implementation of AT&L Better Buying Power Initiatives.
• Act as the principal advisor to the USD(AT&L) and the Defense Acquisition Board on acquisition and contract pricing strategies for all major weapon systems programs, major automated information systems programs, and service acquisitions.
• Functional leadership of the Contract Pricing workforce.
• Establish and oversee the Defense Contract Pricing Center of Excellence (COE), to be resident within DCMA. The COE will act as the Department-wide central repository of all contract business clearances and contract pricing data analyses. In addition, the center will be responsible for providing field contract pricing assistance across the Department as requested.
• Establishment of Pricing, Financing and Profit Policies within the Department of Defense.
• Conduct peer reviews for all procurements in excess of $500M that require the submission of cost and pricing data.
• Oversight of the development of all ACAT1D should-cost/will-cost estimates.
• Oversight of all DFARS program should-cost reviews in accordance with PGI 215.407-4.
• Perform other duties as assigned by the USD(AT&L).
