Civil Nuclear Trade Initiative

The Civil Nuclear Trade Initiative (CNTI) is a secretarial-level program that works to support U.S. civil nuclear companies. The objective of the CNTI is to identify the U.S. civil nuclear industry’s most pressing trade policy challenges and most promising commercial opportunities, and to coordinate public and private sector efforts to address them in a way that supports the industry’s endeavors to rebuild its manufacturing base.

Four Pillars

The work done through the CNTI focuses around four main pillars:

1) Trade Promotion Coordinating Committee (TPCC) Interagency Working Group on Civil Nuclear Trade

2) Civil Nuclear Trade Advisory Committee (CINTAC)

3) Trade & Policy Promotion

4) Stakeholder Resources

Drivers

  • Mandate from the President for the United States to have a leadership role in the global expansion of nuclear power.
  • Nuclear energy provides emission-free, domestically-produced baseload power and can contribute substantially to climate change mitigation, economic growth, energy security, and national security.
  • The international market for nuclear power is rapidly expanding, with 55 plants currently under construction and 142 plants on order or planned in 27 countries.

Challenges

  • Need for U.S. government coordination of commercial and trade issues (not just nonproliferation).
  • Formidable foreign competition, mostly state-owned or state-controlled.
  • Nuclear trade issues are not traditional trade issues involving tariffs or FTAs.
