Vehicle Registration, New Vehicle Purchase (EXCHANGE)

Purchase of new vehicle from the (EXCHANGE) 

Pre-transaction criteria:

·         EXCHANGE representatives are well organized and will complete/provide a majority of the required registration documents.      

·         Personnel are required to obtain the permanent (steel) license plates and complete ROK registration prior to driving their new vehicle off the EXCHANGE car lot.  

·         If the buyer picks up their new vehicle in Seoul (Cp Kim), then obtaining temporary license plates is required.  In this event, reference “Receiving and registering a vehicle that you shipped into country” below for information on obtaining temporary license plates.  

·         Buyer must be authorized to own and operate a POV in the ROK.

NOTE: Personnel have ten (10) days to register their vehicle after purchasing, receiving from port, or otherwise legally acquiring the vehicle.  Vehicles that are not registered within 10 days will face a fine of 100,000 WON and an additional 10,000 WON per day after ten days.

 

Step 1.  Gather the documents required for registering the vehicle in the ROK:

·         Proof of insurance (insured’s name must match registered owner (unless Power of Attorney is used).  Insurance company must be from the ROK (e.g. AIG, LIG) or USAA.  Ensure Vehicle Identification Number (VIN) on the insurance documents is true and annotated correctly.  

·         Valid USFK 134EK Drivers License (orange DL card). A valid stateside DL may be used if within thirty days of arrival to Korea, or valid ROK DL. 

·         USFK Form 20-E (Bill of Sale); register vehicle within 10 days of purchase.

·         Import/customs shipping documents (Vehicle import documents from the EXCHANGE)  

·         Valid DOD Identification (CAC, Military ID). 

·         Military Orders (Active Duty); Letter of Employment (DOD Civilians); Letter of accreditation and current 700-19 (Contractors).

·         USFK Form 31EK-E (Application for Registration of USFK Privately Owned Vehicle).  31EK-E may also be obtained from the Pass & Vehicle Registration Offices, Bldg #S-225, Camp Red Cloud or Bldg #S-2440 (Maude Hall), Camp Casey (Open Mon-Fri, 0800-1630)   

 

Step 2.  Safety Inspection:

·         Obtain a USFK vehicle safety inspection. Vehicle safety inspections are conducted at the Camp Mobile Vehicle Inspection Point, Bldg 2667, open Mon -Fri, 0830-1130 & 1300-1630. (Vehicle Inspections cost $20.00). 

  

Step 3.  Final Step – ROK Vehicle Registration and plates, register vehicle in DBIDS, and receive the USFK vehicle registration decal:

·         After receiving a safety inspection, personnel can go to the visitor center to obtain a one-day temporary vehicle pass (192EK), if applicable, and report to the Pass & Vehicle Registration Office, Bldg #S-2440 (Maude Hall), Camp Casey and submit registration paperwork. A vehicle registration clerk will review the paperwork for completeness. Once complete the paper will be processed through the Dongducheon Vehicle Registration Office. Processing will take 2-5 days and the registered owner will be contacted telephonically once the vehicle has been properly registered with the City.

NOTE: License plates will cost 16,000 WON. The registration clerk can only accept cash.

·         Once contacted the registered owner will proceed to the Pass & Vehicle Registration Office, Bldg #S-2440 (Maude Hall), Camp Casey to receive their Korean Vehicle Registration Certificate, license plates, final vehicle registration in DBIDS, and issuance of vehicle registration decal.  

·         Vehicle registration in DBIDS coincides with sponsor’s DEROS.

·         Vehicle must be present at the registration office during final registration.  A DBIDS operator will issue. 

·         Vehicle registration in ROK is the Sponsor’s responsibility.
