Ms. Sefcik serves as the Chief Financial Officer & Director of Administration, International Trade Administration (ITA) at the United States Department of Commerce. ITA is the Federal agency responsible for working with industry to promote American exports and expand international trade through development of partnerships, removing market access barriers, and monitoring/enforcing trade agreements.
In this capacity, Ms. Sefcik is responsible for leading and directing ITA’s global network of financial and administrative functions. She serves as the principal senior executive responsible for budgetary formulation and execution; long-range strategic planning; enhancing employee effectiveness; governmental operational processes; and integrating together financial, human, and administrative support services. This encompasses a $500M budget with nearly 2,000 employees located across the United States and in approximately 75 countries.
Previously, Ms. Sefcik managed a number of mission-critical programs within the domestic part of the U.S. Foreign & Commercial Service. She led the day-to-day operations of the 109 U.S. Export Assistance Centers operating in 48 different states as well as managed several trade promotion units, the Trade Information Center and the Marketing and Communications office.
Ms. Sefcik was also the Senior Director for Manufacturing within ITA, where she served in a leadership position representing the Department at international and interagency meetings to advocate and implement policies that enhanced U.S. manufacturers’ competitiveness in domestic and international markets. Having responsibility for ten industry sectors, (aerospace, automotive, energy, environment, materials, machinery, health, consumer goods, technology and electronic commerce) she actively engaged in creating partnerships with emerging economies, improved market access for U.S. businesses, and advanced U.S. international and commercial strategic interests. She also led U.S. delegations to various multi-lateral fora such as the Asia-Pacific Economic Cooperation and to the Organization for Economic Cooperation and Development to resolve issues on information security, privacy and electronic commerce.
Ms. Sefcik also served in several key leadership positions in the Bureau of Export Administration, (now named the Bureau of Industry and Security) where she developed and implemented technology initiatives on encryption technology and high performance computers.
Having twenty-seven years of experience with the Commerce Department, Ms. Sefcik represented Commerce at domestic and international forums on a broad range of topics ranging from export controls to international trade policy focusing on key industry sectors and issues.
Ms. Sefcik holds a Masters degree in Public Administration from San Diego State University, California and a Bachelor of Science degree in Business Administration from Youngstown State University, Ohio.
