What's the story on the SGLI/VGLI early payment?
A: The President signed the new authority into law on Veterans Day (November 11) as part of the Veterans Programs Enhancement Act. Because the legislation specified that it would take effect 90 days after enactment, the implementation date will be February 8, 1999. Holders of Servicemen's Group Life Insurance (SGLI) or Veterans Group Life Insurance (VGLI) who have been diagnosed as terminally ill will be able to receive up to half the face value of their SGLI/VGLI policy. To qualify for the accelerated benefit, the policyholder must be diagnosed as having a life expectancy of less than 12 months. Policyholders so diagnosed may elect to receive the payment as a lump sum. Increments of less than 50 percent will also be available. The member's subsequent SGLI/VGLI premiums will be reduced to reflect the remaining face value of the policy. The election may only be done once, and it is irrevocable. A: Yes. The Office of the Special Assistant for Gulf War Illnesses has a toll-free number (1-800-497- 6261). Call and ask for a database search.
If you are an Army Veteran discharged after 1992, or a USAF, USMC or Navy Veteran discharged after 1994, your records are at the VA. Call the VA (1-800-827-1000) and request copies of your individual health record. North Carolina VA Local Number is 919-807-4250.

I've heard that I can drop my Survivor Benefit Coverage. Is this true?
A: Yes. Public Law 105-85, enacted 18 Nov 1997 provides an opportunity to disenroll from the Survivor Benefit Plan (SBP). The law change sets the effective date for disenrollment from 17 May 1998 to 16 May 1999. There is no refund of paid premiums. The form needed to disenroll is DD Form 2656-2, May 1998 (EG). This is a big decision - contact your local Retirement Services Office for advice and assistance. You can also see Army Retirement Services on-line at www.odcsper.army.mil/

How can I get copies of my Discharge Certificate (DD-214) and Army records?
A: It is now possible for veterans and family members of deceased veterans to obtain copies of DD-214's online. To obtain a DD-214, go to the National Personnel Records Center’s Website at http://www.archives.gov/research_room/vetrecs/

Military records are available from the National Personnel Records Center in St Louis. The National Personnel Records Center (NPRC), Military Personnel Records (MPR) is the repository of millions of military personnel, health, and medical records of discharged and deceased veterans of all services during the 20th Century. NPRC(MPR) also stores medical treatment records of retirees from all services, as well as records for dependent and other persons treated at Navy medical facilities. Information from the records is made available upon written request (with signature and date) to the extent allowed by law. A: The American Battle Monuments Commission runs all American overseas cemeteries. The American Battle Monuments Commission (ABMC), an independent agency of the government’s executive branch, is responsible for maintaining cemeteries and monuments honoring overseas dead. A: First stop is your unit personnel section. Deployment history is displayed on your EDAS Soldier's Record (ESR) and can be accessed by Personnel Service Battalions, Military Personnel Division and Installation Enlisted Strength Managers. Any awards due can be quickly identified and verified. You can also contact The Total Army Personnel Center but your local personnel office will be faster.

Fort Bragg is also the home to two excellent military museums that are open every day except Monday. When you get to the area, there are signs along the major routes on post directing you to the 82d Airborne Museum and the Special Operations Museum.

The 82d Museum should also have copies of the driving tour of Fort Bragg that highlights the major historical places on this installation.

Where can I find official unit records?

Operational records of United States Army organizations created prior to 1940 are in the custody of the Military Reference Branch, National Archives and Records Administration, Washington, DC 20408. Requests regarding records created during World War II and the Korean War should be addressed to the Textual Reference Branch, National Archives and Records Administration, 8601 Adelphi Road, College Park, MD 20740-6001. Operational records of United States Army units that served in Southeast Asia are also in the custody of the Textual Reference Branch of the National Archives. You maybe able to access additional information about these holdings from the National Archives and Records Administration website at http://www.nara.gov.

I want to plan a wedding at Fort Bragg, who should I contact?

Contact the Fort Bragg Club Complex Catering Office at (910) 907-1945, if you are planning a wedding on Fort Bragg. When space is available, lodging (Airborne Inn, 396-7700) is available for visitors or family members attending the wedding.

I would like to adopt a soldier to write to who do I contact?

The American Red Cross distributes what is referred to as "Any serviceman" mail while we are deployed overseas with the troops. As far as assisting in linking people up to be pen pals or e-mail pals, it would not be something we would be able to assist with, due to time limitations and confidentiality issues. You might also consider contacting your local Reserve Unit to see if anyone has been called up from your own area.
