Job Description
  Basic Purpose
  This position is responsible for long and short range strategic and tactical operations for the ALD (Associate Laboratory Director) "Directorate". Through a subordinate team of managers and subject matter experts exercises control and leadership in the development, implementation and management of efficient and cost-effective operational and administrative support of the directorate`s programmatic divisions. The position assumes line management authority and provides organizational leadership at the ALD-level for strategic and operational activities involving: fiscal management, human/capital management, technology and resource allocation, major infrastructure/space planning, quality assurance and program review/reporting. The COO-PSE reports to the Deputy Associate Laboratory Director, with implied responsibility to the Associate Laboratory Director of the Physics Sciences and Engineering (PSE) Directorate.

These levels of knowledge and skill are typically achieved through an advanced formal education in a scientific, engineering or technical field coupled with extensive knowledge of the R&D environment and functional knowledge of fiscal management, infrastructure and space planning. Strong operational experience: ideally has worked in a senior management role in a research and development organization with ten (10) years of progressive experience in operational/administrative management. PhD or MBA is preferred.
