I rented a computer from a rental store and I know for a fact that they had the ability to turn on the webcam if the computer was stolen. I signed a sheet of paper to just that. I will not mention the rental store because they were not named here. I am in PA and let me share with you that I am very thankful they had this software loaded. Our house was robbed and a lot of stuff was taken. The police did nothing, well other than take the report. I am sure they had better things to do, or at least that is how they always attacked. We got all of our stuff back because the rental store used the webcam to determine where our items were. They did exactly what they told me could be done and saved me hundreds of dollars. The sad thing now is that my rent is going up because they can no longer protect products from theft and yes, when someone does not return an item they are stealing. I do not see why I have to now purchase something else to protect myself and my family when we were perfectly happy with paying for it in our rental contract. I can not but help think that you did not ask the correct questions or did not talk to us that have been victims of crimes. If I want to rent a computer that is full of what you call spyware than that is my right to do so. As long as I was told, which I was; I do NOT see how this is any of the FTC’s business to regulate yet alone ban it altogether. Me Vince
