I’m a rental dealer in IL. When someone does NOT return a computer like they agreed to in their contract they are a thief under IL law. However, the AG in this State says it’s a civil matter. The other morning I get a call from my local video rental store, they tell me that I did not return the movie I rented and that if I did not return it by noon I would be charged with theft. Looking in the morning paper, I see these charges all the time in the police report so I grab the DVD and drop it off on my way to the my rental store. When I arrive, my employees tell that a lady we just rented a $1,700 TV had not returned it and they went by her house this morning and she moved. Her cell just goes to voice mail and she no longer works where she did. I call the police, after all if I can be charged with theft for a $10 DVD certainly I can get charges filed on her. Nope, they tell me it’s a civil matter? Now you are telling me that I cannot track this TV and monitor it to determine where it is at? If you want me to agree to this consent order then you need to enforce rental theft.
