NEW HAMPSHIRE ARMY NATIONAL GUARD

MILITARY INDEFINITE TECHNICIAN VACANCY ANNOUNCEMENT

NATIONAL GUARD MEMBERSHIP IS REQUIRED

THIS POSITION IS A TITLE 32 FEDERAL EXCEPTED TECHNICIAN POSITION.  YOU MUST BE OR BECOME A MILITARY MEMBER IN THE NEW HAMPSHIRE NATIONAL GUARD.

Current technicians selected will retain the appointment status they are currently in. (i.e., Permanent or Indefinite).  Individuals from Area II or Area III will be appointed Indefinite status.  Conversion to permanent status may be accomplished without further competition.

 

PLEASE NOTE: ACCEPTANCE OF A MILITARY FEDERAL TECHNICIAN POSITION MAY RESULT IN TERMINATION AND / OR REPAYMENT OF MILITARY INCENTIVES. PLEASE CHECK YOUR CONTRACT AND CONTACT YOUR SERVICING EDUCATION SERVICES (INCENTIVES) OFFICE OR THE RECRUITING/RETENTION OFFICE.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 federal technician excepted position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate military membership and employment in the National Guard in the military grade listed in this announcement.

This position is located in the US Property and Fiscal Office (USP&FO) Comptroller Division, Financial Services Branch. 

Open Areas of Consideration: Areas 1, 2, and 3

DEFINITION OF AREA(S) OF CONSIDERATION:

Area 1 = permanent or indefinite technicians currently employed with the New Hampshire National Guard. (this area includes NH National Guard AGR’s who have USERRA rights back to a technician position).
*Area 2 = AGRs, temporary technicians, or traditional/M-Day soldiers and airmen currently serving in the New Hampshire National Guard.

*Area 3 = all individuals eligible for membership in the New Hampshire National Guard as a military member. (NOTE:  Please call 603-225-1214 to ensure you are eligible to enlist in the NH Army National Guard as a military member BEFORE applying for this position)

*Individuals that are selected from either Area 2 or Area 3 will require a criminal background investigation and physical screening prior to being appointed.

The purpose of this position is to provide analysis, validation, processing and correction of financial transactions and issues/problems involving the full range of financial services. Incumbent uses complete understanding of inter-related systems and processes across multiple functional areas and their interoperability to ensure the validity and accuracy of all disbursements, collections, and adjustments related to financial records.

Minimum Requirements: Experience, education, or training in progressively responsible clerical, office, or other work which demonstrates the candidates’ ability to communicate with individuals at different levels in order to assist and provide information.  Experience using computers and automated systems.

SPECIALIZED EXPERIENCE:

GS-07 – Must have at least 12 months experience maintaining records, compiling reports, compiling figures, or performing other procedural work of two or more sections.  Experience summarizing, analyzing and evaluating financial data for review.  Experience providing technical and specialized administrative data, background material and references upon request.

GS-08 - Must have at least 18 months experience doing thorough accurate work that requires a logical sequence of steps to accomplish a task.  Experience in obtaining and interpreting information, organizing and developing clear and meaningful written information.  Experience which included responsibility for the supervision and management of personnel.

Substitution of Education for Specialized Experience: High school graduate or the equivalent may be substituted for 3 months of experience.  Education in schools above the high school level may be substituted for experience on the basis of one academic year of study (i.e., 36 weeks of substantially full-time study, or 30 semester hours or the equivalent) for 12 months of experience.  *NOTE: If you are using the substitution of Education for some of the Specialized Experience, you MUST provide transcripts.

 

Knowledge, Skills, & Abilities (KSA's):

  • Knowledge of and skills in the interrelationships of the various financial, personnel and computer file systems, methods, techniques, to resolve especially difficult and/or sensitive problems.
  • Knowledge and judgment to reconstruct inaccurate accounts, gather and organize information for inquiries and resolve problems referred by others.
  • Skill to conduct difficult and responsible analysis and determinations to validate transactions and to perform research to resolve inconsistencies.
  • Knowledge of related financial regulations and rulings covering diverse types of transactions.
  • Skill in researching, interpreting, analyzing, and applying regulations, policies, procedures and legal decisions.
  • Knowledge and skill in determining appropriate pay, allowances, and entitlements resulting from multiple military and civilian statuses.
  • Knowledge of fact finding, investigative and problem solving techniques involving reconciliations of discrepancies.

MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

OTHER PERTINENT DATA This vacancy will be processed in accordance with NHNG TPR 335 & Article 16 of the Labor Management Agreement.  Military compatibility and grade inversion rules will be strictly adhered to. In order to comply with the NGB compatibility criteria, selected individual will be immediately assigned to compatible military assignment.

 

THE FILLING OF THIS POSITION IS SUBJECT TO THE AVAILABILITY OF MANPOWER SPACE.

 

Reimbursement for PERMANENT CHANGE OF STATION (PCS) expenses IS not authorized.

 

Selected individual must enroll in the Direct Deposit/Electronic Funds Transfer Program.  The Federal Financial Management Act of 1994, SEC 402, Electronics Payments, requires direct deposit to a financial institution for all Federal wage or salary payments.
