Ms. Katherine Hammack was appointed as the Assistant Secretary of the Army for Installations, Energy and Environment (ASA IE&E) by President Obama on 28 June 2010. She is the primary advisor to the Secretary of the Army and Chief of Staff of the Army on all Army matters related to Installation policy, oversight and coordination of energy security and management. She is also responsible for policy and oversight of sustainability and environmental initiatives; resource management including design, military construction, operations and maintenance; base realignment and closure (BRAC); privatization of Army family housing, lodging, real estate, utilities; and the Army’s installations safety and occupational health programs.

Prior to her appointment, Ms. Hammack was a leader in Ernst & Young LLP’s Climate Change and Sustainability Services practice. In that capacity she assisted clients with obtaining Leadership in Energy and Environmental Design (LEED) green building certification for their buildings and identification of sustainability strategies. She was the key LEED advisor to the largest LEED for new construction building in the world (8.3 million sq ft) which received LEED-NC Silver certification. She was also the key LEED advisor on the largest existing green building certification for building operation and maintenance (9.6 million sq ft) which received LEED-EB Gold level certification.

Ms. Hammack has over 30 years of experience in energy and sustainability advisory services. She has experience in the evaluation of energy conservation projects, including ventilation upgrades, air distribution, indoor air quality, lighting efficiency, cogeneration, sustainable design, solar energy and building operation.

Ms. Hammack has a bachelor’s degree in mechanical engineering from Oregon State University and an M.B.A. from University of Hartford. She is a Certified Energy Manager, LEED Accredited Professional and a Certified Indoor Air Quality Manager. She has been an active member of ASHRAE, where she has been on the 90.1 Energy Efficiency Standard Committee and on the Standard 189 High Performance Green Buildings Standard Committee. Ms. Hammack is a founding member of U.S. Green Building Council in Washington, D.C.

Sergeant Major Tracey E. Anbiya is from Chesapeake, Virginia. She entered the Army in 1984, as a Personnel Administration Specialist.

Sergeant Major Anbiya’s first assignment was the Battalion SIDPERS Clerk, Fort Hood, TX. Her follow on assignments include: Company Clerk, C CO, 498th Medical Battalion, Garlstedt, Germany; Drill Sergeant, A CO, 2/13th Infantry Battalion, Fort Jackson, SC; Personnel NCO, Berlin Brigade; Personnel Sergeant 2/1 Aviation Battalion, Katterbach, Germany; Chief NCO and Brigade Adjutant for the 26th Area Support Group, Heidelberg, Germany; the Commandant for the Secretary of the General Staff and First Sergeant for Headquarters Company, United States Army Europe and Seventh Army; Command Sergeant Major for Headquarters Battalion, Fort Belvoir, VA and Installation Command Sergeant Major for Fort Belvoir. Previously she was the Command Sergeant Major, IMCOM Europe Region, Heidelberg, Germany. She also served as the Senior Enlisted Advisor for the Assistant Chief of Staff of Installation Management (ACSIM). Her current assignment is the first Senior Enlisted Advisor for the Assistant Secretary Army for Installations Energy and Environment (ASA IE&E).

Sergeant Major Anbiya’s military education includes: Basic Combat Training and Advanced Individual Training, Primary Leadership Development Course, Basic and Advanced NCO Courses, Drill Sergeant Course, Master Fitness Course, NBC Officer Course, Instructor Training Course, First Sergeants Course, Command Sergeants Major Designee Course, Garrison Command Sergeants Major Course.

Sergeant Major Anbiya is a graduate of Class 54, United States Army Sergeants Major Academy. Sergeant Major Anbiya also completed the Senior Civilian Leader Continuing Education Program and Defense Equal Opportunity Management Institute Leadership Team Awareness Training.

Sergeant Major Anbiya holds an Associate of Arts and Bachelor of Science Degree from the University of Maryland, and a Masters Degree from Oklahoma University.

Her awards and decorations include: Legion of Merit (1st OLC), the Meritorious Service Medal (1st OLC), the Army Commendation Medal (3rd OLC), Army Achievement Medal (7th OLC), GWOT, Drill Sergeant Badge, Good Conduct Medal (6th Award), the Overseas Service Ribbon; Army Service Ribbon and the Horatio Gates Bronze Award.

Sergeant Major Anbiya is a member of the Sergeant Audie Murphy Club as well as the United States Army Sergeants Major Association.

Mr. J. Randall Robinson is the Principal Deputy Assistant Secretary of the Army for Installations and Environment (PDASA), assuming duties as of June 1, 2012. His position includes staff coordination and oversight of Resource Management, Business Transformation, Planning, Programming, Budgeting, and strategic planning. He also serves as the Project Executive Officer (PEO) for the National Museum of the U.S. Army (NMUSA).

Mr. Robinson has held a variety of management and staff positions throughout his career to include: Director, Installation Management Command, Central Region; Region Director, IMCOM, West Region; Region Director, IMCOM, Northwest Region; Chief, Southeast Region Installation Management Agency Transition Team; Chief, Installation Management Support Division, U.S. Army Forces Command, Fort McPherson, Georgia; Deputy Garrison Commander, Fort Hood, Texas; XVIII Airborne Corps and Fort Bragg Garrison Plans and Operations Officer, Fort Bragg, North Carolina; Command Program Analyst/Executive Officer, Army Materiel Command-Saudi Arabia; Administrative Officer and Command Program Analyst/Executive Officer for the Program Manager, Saudi Arabian National Guard Modernization Program; and Budget Analyst, Belvoir Research, Development, and Engineering Center, Fort Belvoir, Virginia.

Mr. Robinson's awards include the 2007 Presidential Meritorious Rank Award, Secretary of the Army's Award for Outstanding Achievement in Equal Employment Opportunity, Meritorious Civilian Service Award (3), Superior Civilian Service Award (2), Desert Shield/Desert Storm Civilian Achievement Medal, and the Kingdom of Saudi Arabia Service Medal.

A native of Virginia, Mr. Robinson earned Bachelor of Science Degrees in Economics and Business Management from Carson-Newman College and a Master's of Public Administration from Shippensburg University. He is a graduate of the Army Management Staff College and the Army War College.
