A Salvadoran citizen exercises his voting rightsUSAID/El Salvador’s assistance focuses on strengthening the justice system, supports anti-corruption reforms and public-private partnerships to prevent crime and violence. To accomplish this, USAID works with justice sector actors to improve criminal procedures and investigation, strengthens the Government Ethics Tribunal to regulate and promote ethical conduct in the public sector and expand crime prevention efforts at the community level involving local governments and private sector.

The USAID democracy program supports the Government of El Salvador (GOES) in programs to promote the efficacy of the criminal justice system, expand access to justice, and strengthen crime prevention through community-based activities.  USAID worked with the government to prepare for justice sector reforms that take effect in October 2010 and helps to increase access to justice through expanded use of mediation to courts.

Also, USAID/El Salvador helps the GOES policy toward fighting corruption through its Sub-Secretariat for Transparency.  Priority is given to government accountability, openness and citizen participation. USAID is assisting the GOES in coordination with other stakeholders to develop a National Integrity Plan to provide specific actions to improve transparency in the use of public resources.

To address violent crime and insecurity, USAID/El Salvador has expanded crime prevention activities to high-risk communities with the participation of local authorities, community and youth leaders, NGOs and the private sector.  USAID assistance:

  • Helps implement the new Criminal Procedures Code
  • Contributes to improving the use of scientific evidence for convictions
  • Helps improve justice sector service delivery
  • Improves, establishes, and promotes good governance and anti-corruption practices within the government
  • Supports the Government Ethics Tribunal policy reforms
  • Develops innovative partnerships between the public and private sector to carry out community-based crime prevention programs

A transparent and accountable government is one of the core pillars of a truly democractic society. Around the world, governments and civil society face the challenge of reducing corruption in order to devote more economic resources to social initiatives. Although the Government of El Salvador has made progress toward improving accountability and transparency, Salvadorans still cite corruption as one of the main reasons they do not trust their government.

An efficient and fair criminal justice system serves as a strong deterrent for criminal activity. In recent years, El Salvador has seen an unprecedented rise in crime and violence. This phenomenon, coupled with the equally disturbing levels of impunity in solving criminal cases, has caused citizens to lose trust in the criminal justice system and in some instances resort to violence as a means to solve their conflicts.

The reduction of crime and violence is one of the biggest challenges facing El Salvador today. In a nation with one of the highest per-capita rates of violent crime in the world, crime and violent acts tragically affect the lives of citizens on a daily basis, and diminish possibilities for economic development by deterring investment in the country’s progress.
