Applicants applying for the GS-13 grade level must meet the following requirements:Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
- Attention to Detail - This skill is generally demonstrated by assignments where the applicant performed technology analysis, processes, and monitored the effectiveness of technical standards established by IT Enterprise Architecture.
- Customer Service - This skill is generally demonstrated by assignments where the applicant provided advice, guidance, and recommendations to customers, senior architects and managers relating to IT Enterprise Architecture.
- Oral Communication - Ability to communicate effectively with senior architects and managers regarding alignment of technology to business goals and objectives.
- Problem Solving - Ability to make recommendations regarding the alignment of IT projects and initiatives in a manner that improves business goals and objectives, along with solving complex enterprise architecture activities to a department.
AND
Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
--Experience in applying Enterprise Architecture principles, methods and practices to plan and provide direction sufficient to ensure that assessments, judgments and recommendations align with the Department's Strategic Plan.
--Experience in applying Enterprise Architecture principles, methods and practices in optimizing efficiencies of IT investments.
--Experience in facilitating and reconciling differences between customer requirements and regulatory objectives to produce clear, concise, guidance usable by management officials and experts in other subject matters as well as technical experts.
In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
There is no substitute of education for specialized experience for the GS-13 position.

Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
--Experience in supporting a global diversified organization and skilled in enterprise architecture and IT strategic planning principles related to the existence of IT systems, business architecture, technology management, systems development, and product acquisition.
--Experience in applying Enterprise Architecture principles, methods and practices in optimizing efficiencies of IT investments to ensure that assessments, judgments and recommendations regarding the Department's Enterprise Architecture fully align with, facilitate, and underpin the Department's Strategic Plan.
--Experience in applying OMB directives related to Enterprise Architecture and in interpreting such statutes and directives in situations where Congress, OMB, GAO or the Department do not provide precise guidance on appropriate action, and in some cases provide conflicting guidance.
--Experience in project management principles, methods and practices in order to evaluate and assess and advise on alternatives and options for updating and modernizing the Department's IT infrastructure as well as its interfaces with other foreign affairs agencies.
