The main amended contents in this document are as follows:
Enforcement Ordinance:
- Designated bodies delegated to conduct evaluation for designating and renewing organic foods certifying bodies (Article 3);
- Established a detailed fine schedule as the amount of the fine was increased with amendment of Article 62 (Article 5).
Enforcement Regulations:
- Selected materials allowed to be used for promotion of environment-friendly agriculture and fisheries sectors and management of organic foods, set criteria and establish process (Article 2, Annex 1, 2);
- Added organic fishery products to the list of items to be certified and included handlers (Article 7);
- Established certification standards needed for production, manufacturing, processing and handling of organic foods (Article 8, Annex 3);
- Designed regulation for preparation of equivalence agreements as Article 25 of the Act introduced a clause on recognition of equivalence, which is to take effect on 1 January 2014 (Article 19-Article 24);
- Strengthened follow-up measures to maintain quality of certified products and to solidify consumer trust (Article 34);
- Made rules relevant to applicable products, criteria, application process, compliance guidelines, follow-up measures and succession for notifying allowed products to be used and certifying quality. Set up rules relevant to designating testing and research institutions that can conduct tests on materials for organic farming (Article 42-Article 65). |

The safety standard of household chemical products subject to self-regulatory safety confirmation has been revised as follows: -Sticker removers are added to the types of detergents; -The safety standard of adhesives has been separately established, so the safety standards are operated differentially; -The applicable scope has been expanded by changing polish to coatings. -Indicating "Toxicity" has been strengthened and indication of the name of ingredients and hazards is added; -Safety requirements on hazardous substances of fabric conditioners are added. . Regarding consumer products subject to the safety self-assurance, manufacturers or importers are required to get different certificates to each product model from testing labs designated by us as an evidence of conformity to applicable safety standards, and to report it to a safety certification body prior to delivery of goods to the market or clearance through the customs. |
