USAMRMC BAA | Broad Agency Announcement

The Broad Agency Announcement (BAA) is a competitive solicitation procedure intended to solicit research ideas, and are issued under the provisions of the Competition in Contracting Act (CICA) of 1984 (Public Law 98-369)*. These Announcements provide a general description of research programs, including specific areas of interest; general information; the evaluation and selection criteria; and proposal preparation instructions. Research proposals are sought from educational institutions, nonprofit organizations and private industry. These BAAs are continuously open announcements; preproposals may be submitted and will be evaluated at any time throughout the year, unless otherwise noted or stated in a separate announcement. USAMRMC BAA 13-1


The US Army Medical Research Materiel Command (USAMRMC) Broad Agency Announcement (BAA) W81XWH-BAA-13-1 is located on Grants.gov. To access the BAA and obtain pre-proposal/pre-application and full proposal/application instructions as well as the USAMRMC Research Areas of Interest follow the steps outlined below.

  1. On the Grants.gov homepage, click "Find Grant Opportunities";
  2. then click "Basic Search";
  3. then insert the funding opportunity number W81XWH-BAA-13-1 in the "Search by Funding Opportunity Number".
This fiscal year's BAA contains several changes from previous USAMRMC BAAs. Read each section carefully. The research areas of interest has been updated; the eligibility information now requires registration in the System for Award Management (SAM); the pre-proposal/pre-application preparation instructions are clarified; the full proposal/application preparation instructions now include content for research and development of devices or technology, and new regulatory requirements for research involving human cadavers; and the evaluation and selection criteria now include research and development of devices or technology criteria.

*The Competition in Contracting Act (CICA) of 1984 issued as Public Law 98-369 (98 stat, 1175 et seq.) authorizes use of "general solicitations" or Broad Agency Announcements (BAA's). The use of general solicitations is limited by CICA to "basic research proposals." Contracts awarded under these general solicitations meet the "full and open" competition requirements of CICA.
