Historical Note: President Johnson signed Executive Order 11222 on May 8, 1965. It set out the basic principles of ethical conduct that were the foundation of the agency standards of conduct regulations that were replaced in 1993 by the current executive branch-wide Standards of Ethical Conduct for Employees of the Executive Branch, at 5 C.F.R. part 2635. The principles of ethical conduct in Executive Order 11222 were implemented by the Office of Personnel Management (OPM) in a “model” conduct regulation published at 5 C.F.R. part 735. Subpart A of 5 C.F.R. part 735 required each agency to implement part 735. Executive Order 11222 was revoked by Executive Order 12674 (Apr. 12, 1989).
