Dr. David L. Damm-Luhr

For over thirty years David Damm-Luhr has contributed his expertise in the area of organizational systems performance and evaluation on a wide range of projects and subject matters for executives at all levels of government, from the federal to the state, regional, and local. Frequently, colleagues and clients call in Dr. Damm-Luhr to help design creative approaches to methodologically and organizationally complex issues and to bring together stakeholders with diverse viewpoints to reach common ground on both problem definition and solutions. He completed a Ph.D. in applied behavioral science from the Massachusetts Institute of Technology (joint program between Civil Engineering & Urban Studies and Planning), a Masters in Regional Planning from the University of North Carolina at Chapel Hill, and a B.A. from the University of Michigan in Ann Arbor.
