PEPFAR

The United States Global AIDS Coordinator has approved a 2010 budget of approximately US $88 million for a targeted program of HIV prevention, care, and treatment in Vietnam supported by the American people. Under the leadership of Ambassador Michael Michalak, the United States President’s Emergency Plan for AIDS Relief (PEPFAR) in Vietnam is implemented by committed Vietnamese and American technical staff of the U.S. Centers for Disease Control and Prevention (CDC), Department of Defense (DoD), U.S. Agency for International Development (USAID), and the Substance Abuse and Mental Health Services Administration (SAMHSA). These men and women work with local and international partners across Vietnam to prevent new infections and to ease the burdens of those already ill and those who care for them. This fact sheet highlights planned results and funding levels for major program areas in 2010.

Prevention
Efforts to prevent the spread of HIV are organized across the following areas:

  • Providing over 1,400 HIV-positive mothers with antiretrovirals to reduce the risk of mother-to-child transmission ($2.45 million)
  • Reaching 172,000 individuals among populations at higher risk for HIV infection with targeted interventions ($8.2 million) 
  • Reaching over 350,000 Vietnamese with prevention messages ($1.5 million)
  • Reaching over 50,000 newly inducted military personnel with messages and prevention strategies ($ 430,000)
  • Counseling and testing more than 700,000 Vietnamese, including over 475,000 pregnant women ($7.55 million)
  • Maintaining 5 centers for collecting & screening over 20,000 units of blood for HIV, syphilis, hepatitis and malaria for use across military regions 
  • Providing 2,500 people who inject drugs with medicated assisted therapy such as methadone and other interventions including peer outreach, drop-in centers, and counseling ($7.7 million)

Care and Support
Efforts to provide care and support services for Vietnam include the following:

  • Caring for and supporting over 100,000 adults living with HIV ($11.7 million)
  • Pediatric care and support for over 18,000 children living with HIV ($1.8 million)
  • Diagnosing and effectively managing TB and HIV co-infection in 49,000 Vietnamese ($3.3 million)

Treatment
Efforts to provide treatment services for Vietnam include the following:

  • Adult treatment for nearly 30,000 people living with HIV, including operation of outpatient clinics  ($6.7 million)
  • Pediatric treatment for almost 3,000 children living with HIV  ($857,000)
  • Supporting antiretroviral procurement, distribution, and supply chain management  ($17.8 million)
  • Supporting development of laboratory system infrastructure in the national health system  ($5.6 million)

Other Support
PEPFAR also supports:

  • Health system strengthening: pre-service and in-service medical and nursing education, infection control, advocacy, addressing stigma and discrimination, legal support services, and promoting sustainability and coordination across HIV health donors  ($4 million)
  • Strategic Information: supporting development of national Monitoring and Evaluation (M&E) curricula; training of trainers in M&E; program monitoring; dissemination of methods and direct technical assistance  ($6.5 million)

Coordination
All PEPFAR programs support the prevention, care, and treatment priorities of the Government of Vietnam. PEPFAR Vietnam supports the principles for collaboration that are aimed at strengthening country ownership and sustainability. The U.S. PEPFAR Interagency Team works with the Vietnam Administration for HIV/AIDS Control in Ministry of Health; Ministry of Labor, Invalids and Social Affairs; Ministry of Defense; and Ministry of Education and Training to ensure that programs we support meet Vietnam’s needs. PEPFAR further coordinates with UNAIDS, UNODC, World Bank, World Health Organization, and health development partners to promote high levels of collaboration across all partners engaged in Vietnam’s HIV response.
