PAED provides Army senior leadership direct, independent analysis
of programs, alternatives, and priorities to make informed decisions
regarding future years planning and programming to meet Army
strategic objectives. PAED exercises overall responsibility for developing the investment
strategy for the entire Army in support of the Program Objective
Memorandum and the Future Years Defense Program. PAED manages the programming phase in the Army’s Planning,
Programming, Budgeting and Execution process and serves as
executive agent for defending the Army program to OSD.
PA&E Objectives
PA&E is directly responsible (through Deputy Chief of Staff, G-8, to CSA) for:
- Developing and defending the Army Program Objective Memorandum (POM) and Future Years Defense Program (FYDP)
- Independently assessing, integrating, and synchronizing Army Program
- Managing the Army's official Program Budget databases
PA&E provides oversight of Army-sponsored analytic support for Army organizations and Combatant Commanders using in-house, contractor, and Federally Funded Research & Development Center (FFRDC) resources. We support the G-8 as responsible official to the ASA(FM&C) by:
- Serving as principal military advisor to ASA(FM&C) for program development and justification
- Managing programming phase of Army PPBE process to facilitate development of Army Program and transition to an Army budget estimate
- Advising ASA(FM&C) on all matters relating to the Army Program
- With guidance and oversight of the ASA(FM&C), we develop and defend the Army Program and provide program analysis and evaluation to HQDA
Functional Area 49 (FA49)
The Functional Area 49 (ORSA) provides the Army uniquely skilled officers — problem solvers–who produce analyses and other analytic products (e.g., decision aids, models) to underpin critical decisions by leaders and managers at all levels of the Department of Defense (DOD). These officers recommend potential solutions for complex strategic, operational, tactical, and business issues. We are an integral part of the leadership’s decision making processes to organize, man, train, equip, sustain, and resource transformation from the current to the Future Combat Force.
The FA49 officer "introduces quantitative and qualitative analysis to the military's decision making processes by developing and applying probability models, statistical inference, simulations, optimizations, and economic models. The ORSA FA encompasses diverse disciplines in personnel management, doctrine and force development, training, system acquisition and resource management, as well as tactical operational and strategic planning from division through combatant command, and from Army Commands (ACOM) through the highest levels of DOD". -- DA PAM 600-3
