The Branch administers financial assistance programs under which Federal funds are made available to states and other Federal and non-Federal entities for carrying out projects in support of regional and agency needs, including: the Southeast Area Monitoring and Assessment Program, Inter-jurisdictional Fisheries, Anadromous Fish Conservation, State/Federal Cooperative Fisheries Statistics, Saltonstall-Kennedy Act, Gulf Fisheries Information Network, Marine Fisheries Initiative, and other programs. The Branch activities include coordination of administrative services and technical reviews. The Grants Management Branch ascertains and communicates fiscal and administrative authorities and procedural methodologies and constraints to all applicants and recipients of discretionary and non-discretionary financial assistance. It advises states, universities, other Federal agencies, and NMFS offices on policy and program initiatives, and program accomplishment. It ensures that financial assistance programs are planned and carried out in a manner that is consistent with enabling legislation and Federal rules, that maximized their contribution to the conservation, management and utilization of living marine resources at the local, state, regional, national and international levels.
