Major General MacCarley was directly commissioned as a Reserve Officer in the U.S. Army Judge Advocate General’s Corps on 19 September 1983. He then served in the Office of the Staff Judge Advocate, Fort Sill, Oklahoma from 1984 to 1986. He transferred to the 63d ARCOM and was assigned to the 6222d USAR School as the Senior Military Police MOS instructor.

In 1988, Major General MacCarley was selected as the Aide-de-Camp for the Commanding General, 63d ARCOM, followed by command in February 1991 of the 361st Quartermaster Company. After command, Major General MacCarley served in the 155th Corps Support Battalion as the S-2/3 and Executive Officer.

In 1997, he rejoined the 63d Regional Support Command staff as the Liaison Officer to JRTC and NTC. On 31 July 1997, Major General MacCarley took command of the 320th Corps Support Battalion. Following command, he returned to the 63d Regional Support staff as the Deputy Chief of Staff of Logistics (G-4).

Following his 36-month tenure as the G-4, 13 of those months on Active Duty, Major General MacCarley assumed command of the 7th Brigade, 104th Division (IT). On 5 June 2005, he was recalled to Active Duty for Operation Iraqi Freedom, where he served as the Chief of Staff for the 377th Theater Support Command (FWD) for 15 months. Returning home, he was assigned as Chief Regional Emergency Preparedness Officer for FEMA Region IX.

On 3 April 2007, Major General MacCarley was appointed Deputy Commanding General, 8th Theater Sustainment Command, followed by promotion to Brigadier General. In February 2009, Major General MacCarley was reassigned to the 1st Theater Sustainment Command, as the Deputy Commanding General. In April 2010, he took interim command of the 311th Sustainment Command (Expeditionary) until transfer to First Army as Deputy Commanding General and Commander, First Army Reserve Support Command. In March 2011, he was promoted to the rank of Major General

Major General MacCarley is a graduate of the Judge Advocate General’s Officer Basic and Advanced Courses, Command and General Staff College, Multifunctional Logistics Officer Course (90A), the Senior Officer Transportation Qualification Course, and the Army War College.

Major General MacCarley’s awards and decorations include the Legion of Merit with two Oak Leaf Clusters, Bronze Star Medal, Meritorious Service Medal with four Oak Leaf Clusters, and the Army Commendation Medal.
