Welcome to Army Contracting Command - Warren's Procurement Network -

In this User's Guide, we will describe how ProcNet is organized; where to look to find business opportunities with Army Contracting Command - Warren and other Government agencies; where to find information about viewing solicitations and other procurement documents, including technical data; and other acquisition related information available on ProcNet.

About our site -

When designing this Web site, we try to make it accessible and as user-friendly as possible for all of our users. However, some pages may look different than intended depending on your computer settings, or which browser you use. ProcNet is best viewed with Microsoft Internet Explorer or Netscape. In 1998, Congress amended the Rehabilitation Act to require Federal agencies to make their electronic information technology accessible to people with disabilities. Under Section 508 of this Act, agencies must give disabled employees and members of the public access to technology that is comparable to access available to others. Army Contracting Command - Warren (ACC WRN)(DTA) recognizes the importance of making its electronic procurement system available to the largest possible audience and has attempted to design ProcNet to be accessible by everyone. Business Opportunities:

Open Solicitations - Under the category of Open Solicitations, you will find seven categories.

Open & On-the-Street Solicitations is an index of the majority of our solicitations, including spare and repair parts and simplified acquisitions. These solicitations are posted by the buyer through an automated system. This page is updated daily. Amendments are also posted daily. Solicitations and amendments are arranged on this page by the issue date.

For a description of the information presented within the tables on the two "Open Solicitations" pages, please review "About the Open Solicitation Web Pages."

Complex items and weapon systems are divided into the following categories:

  • Major Systems - high-dollar, complex weapon systems.

  • Commercial Vehicles and Items - The Department of Defense is committed to buying commercial products as much as is practical.

  • Service Contracting and Acquisition Support - solicitations for items used on the base at TACOM-Warren and the Selfridge Air National Guard Base. Includes Information Technology, Equipment and Services, Lab and Shop Support, and Construction and Base Operations.

  • R&D - Research and Development - Army Contracting Command - Warren uses many innovative methods to contract for R&D hardware, software and services such as Broad Agency Announcements (BAAs) and the Small Business Innovation Research program.

  • Draft Solicitations - Many of TACOM's complex Weapon System or Research and Development Solicitations begin as "Draft Solicitations." On a draft solicitation Web page, the buyer or program manager may post draft purchase descriptions or scopes of work and ask for industry comments. Questions from contractors and the corresponding answers may also be posted. The goal of the "draft" solicitation process is to define and sharpen our requirements before the formal Request for Proposals is issued. Draft solicitations will be posted on the page for the appropriate category for the procurement - for example, Major Systems or R&D.

Awarded Contracts and Modifications. Most of Army Contracting Command - Warren's awarded contracts and modifications are posted on this page. It contains awards made as a result of solicitations that were posted on the Open & On-the-Street Solicitations, More Open & On-the-Street Solicitations, Major Systems, R&D (some awards), Services, and Commercial Items Pages.

Other Contracting Opportunities. In addition to the open solicitations described above, we post several other types of announcements that may lead to future business opportunities. These include:

Market Surveys & Sources Sought Notices - contains a variety of notices, sometimes looking for another source for a spare part, or for a commercial item that may replace a military part number, or requesting other information. Some notices posted on this page are Combined Synopsis and Solicitations, issued under FAR 12, and will result in the award of a purchaseorder or contract.

Broad Agency & Research Announcements - A BAA is a kind of simplified solicitation. It’s used when we need certain kinds of basic or applied research and development not directly related to a particular vehicle system.

Future & Potential Buys - This page includes links to Competition Advocate's Shopping List (CASL) and the Advanced Procurement Planning List (APPL). The CASL and APPL are part of the on-going efforts by the Department of the Army to increase secondary spares competition. These lists are published to apprise the public of the government's procurement intent for TACOM-Warren secondary item acquisitions. This page also links to the Advanced Planning Briefing for Industry (APBI) which is held annually to present a summary of estimated buys for the next few fiscal years for all of TACOM's Acquisition locations.

Searching for Open Solicitations or Awarded Contracts

The solicitation and awards pages are fully searchable. For instructions, select the 'tips' button on these pages, or simply enter your search terms into the boxes provided at the top of the page.

You may also use the search engines on the FedBizOpps and the Army Single Face to Industry (ASFI) Web sites to find Army Contracting Command - Warren solicitations. Directions for Using these FedBizOpps and ASFI.

Technical Data

Technical Data Packages (TDPs) are issued in an electronic format, either on the Web or CD-Rom. For secondary items that currently have an open solicitation, tech data that has been determined to be releasable to the general public will be posted on the Web by our Engineering Group. If the TDP is not releasable to the public on the Internet, you may order it on CD-Rom, see below.

TDPs will be made available for on line viewing between the issue date and closing date as indicated and may be downloaded and saved to your system for off line viewing. More detailed instructions about viewing and downloading TDP's can be found at the link on the top of the solicitation pages called "Instructions for viewing Tech Data."

Army Contracting Command - Warren has established a new process for providing technical data information (as of Feb 05). In each solicitation, see the Technical Data Package Information clause 52.211-4072 (Local Clause) for information regarding Technical Data for the procurement. If a tech data package is available for viewing on the Web, the URL linking to it will be located within this clause. More Information Regarding Technical Data Clause.

Submitting Electronic Bids

Responses to all solicitations must be submitted in a paperless electronic format compatible with Army Contracting Command - Warren software. You are required to submit your responses via the ASFI bid response system. The Entity Management functional area of SAM environment, is the primary database for the U.S. Federal Government to manage information on potential government business partners or federal financial assistance recipients.

The Entity Management Registration in SAM is the Federal Government's repository of data common to all contractors and the single place for you to register if you wish to do business with any Government agency. You will only need to register one time, and to renew or update annually.
