Military Mission

The Charleston District’s Military Project Management Branch is responsible for MILCON design and construction for the Army and Operation and Maintenance (including Sustainment, Restoration and Modernization) for Army, Air Force, and other DOD agencies.  Fort Jackson, located in Columbia, South Carolina, is the primary location of a large portion of the work that is managed by our project managers with construction oversight provided by a local resident office.  Multiple barracks, dining facilities (DFACs), battalion headquarters and ranges have been built to house, feed, and train the 50,000 soldiers/year at Fort Jackson.  Other military programs include work with Joint Base Charleston, SPAWAR Charleston, Army Strategic Logistics Activity Charleston and the Army Reserve 81st Regional Support Command.  Project managers work with project delivery teams in order to serve our military customers by providing the best facilities possible to support our Armed Forces.  We will continue this tradition within the Corps as one team, BUILDING STRONG, proudly serving the Armed Forces and the nation’s engineering challenges.

Quad DFAC and Starship Renovation

Design-Build the Basic Training Center (BTC) Quad Dining Facility (DFAC) and perform renovations of Starship 5500, 5489, and 5492.  The contract includes the building, food service equipment, furnishings, renovations, and site work.  The Quad DFAC consists of an adaptation of two two-story Dual Dining Facilities that shall be able to feed 5200 trainee soldiers per meal within 90 minutes, three times per day, seven days a week, and 52 weeks per year.  The maximum gross area shall be 124,780 square feet.  Dining area seating capacity shall be 2176 seats.  The typical anticipated staffing for this facility would be a total staff of 328 persons.  Approximate area available for this project is 8.2 acres.  The Dining Facility is scheduled for turnover to Fort Jackson on 19 July 2012.

Starship 4420 Repair

The project provides design and construction services to renovate and expand the existing Battalion Headquarters Administration area, renovation of Organizational Classrooms and convert the existing Dining Facilities to Training Classrooms in the first floor spaces of building 4420.  The Starship renovation work is comprised of Company Operations Facilities (COF), Covered Training Areas, Laundry rooms, Sleeping Bays, Cadre Support Spaces and other miscellaneous spaces within the facility.  The project will provide design and construction services for improvements at the 1-13th, CPL Levi Jackson running track.  Exterior items include options for standing seam metal roofs and the replacement of existing exterior walls with new Exterior Insulation Finish System wall system in lieu of upgrading of existing exterior walls with an interior insulation wall system.  The Starship 4420 will be turned over to Fort Jackson on 11 September 2012.

Starship 5500 Repair

The project provides design and construction services for the renovation of building 5500 (phase II), a Starship Initial Entry Training Facility.  The work for the project is comprised of renovating the Company Operations Facilities (COF), Covered Training Areas, Laundry rooms, Sleeping Bays, Classrooms, Cadre Support Spaces and other miscellaneous spaces and Option Items within the facility.

Basic Training Complex, Phase 1

This Design-Build project will design and construct three standard Barracks/Company Operations Facilities (B/COFs), a Battalion Headquarters building, one Lawn Equipment building (LEB), and all the necessary BTC III complex site improvements.  The B/COFs will house single trainee soldiers and company administrative, training, and command operations.  Maximum number of single personnel to be housed is 240 per B/COF, with a surge capacity of 288 single personnel, and a maximum gross area of 64,700 square feet each.  The Basic Training Complex 3 Battalion Headquarters will house administrative, command operations, special functions, storage, and classroom components for Training Battalion.  The maximum gross area is 23,500 square feet.  This complex will be turned over to Fort Jackson by 26 Sept 2012.

Advanced Individual Training Complex

Phase I of the work includes construction of one 93,000 SQFT Barracks, one 12,300 SQFT Battalion Headquarters building, one 33,000 SQFT Dining Facility, one running track, and incidental related work.  Phase II includes construction of three 93,000 square foot Advanced Individual Training (AIT) Barracks.  Each 300 person barracks will include living/sleeping rooms, semi-private baths, lavatories, closets, and utility space.  The barracks facility will be a residential community for the soldier’s living and relaxation combined with a Company Operations Function to facilitate proximately to training.  Maximum utilization for each barracks is 450 personnel.  This complex will be turned over to Fort Jackson in early 2014.

Training Aids Support Center

This Design-Build project will design and construct a Training Aids Support Center (TSC) to fabricate, maintain, store and issue training devices.  The facility contains warehouse space, classrooms and administrative space for management staff.  The size of the facility is 94,925 square feet and is one-story.  Approximate area available for this project is 8.00 acres. The project will provide all site improvements necessary to support the new building facilities. The facility is planned for completion in November 2013.

81st Regional Support Command Program

Provide support for their SRM-type work (Sustainment, Restoration and Modernization) and BOS (Base Operations Support) services in the nine southeastern states of the U S Army Reserve Command. The support and services by Charleston District include project management, contract award and administration, design, A-E services, technical support and construction management. Current workload is comprised of a major Facility Investment (Preventive Maintenance) and BOS contracts for Region A; structural assessments of five facilities, HVAC Life cycle resets at Ft. Jackson, SC, Vicksburg, MS, and Oak Ridge, TN; Repairs and new work to the waterfront facility at Morehead City USARC, NC; miscellaneous design/build projects; and preparing an RFP for Inventory of remaining eight regions for future contracts.
