Federal Fleet Mandates
There are both legislative and regulatory mandates that require AFV acquisitions, petroleum reduction and increased alternative fuel consumption. Federal fleets must meet these mandates while continuing to execute their missions.
Energy Policy Act 1992/2005 was signed into law on October 24th 1992 by President George H.W. Bush. The purpose of the Act was to set goals and mandates to increase clean energy use and improve overall energy efficiency in the United States.
Title III of EPAct specifically addresses the role of the federal fleet. AFV acquisition requirements were put in place for fleets operating 20 or more vehicles in a metropolitan statistical area (MSA). These fleets' must acquire 75% of all light-dity vehicles as AFVs within MSAs.
Executive Order 13423 was enacted by President George W. Bush on January 24th 2007. The order sets goals in the areas of energy efficiency, acquisition, renewable energy, toxics reductions, recycling, renewable energy, sustainable buildings, electronics stewardship, fleets, and water conservation.
Section II of the Executive Order directs agencies to increase alternative fuel consumption by 159.4% (10% annually over the previous year) by 2015, from a 2005 baseline.
Energy Independence and Security Act 2007 (EISA 2007) was enacted to move the United States toward greater energy independence and security, to increase the production of clean renewable fuels, to protect consumers, to increase the efficiency of products, buildings, and vehicles, to promote research on and deploy greenhouse gas capture and storage options, and to improve the energy performance of the Federal Government. EISA 2007 also prohibits Federal agencies from acquiring any light-duty motor vehicle or medium-duty passenger vehicle that is not "a low greenhouse gas emitting vehicle" (GHG), unless the head of an agency submits a functional needs waiver stating how a low GHG-emitting vehicle would not be suitable to their needs. EISA requires Federal agencies to achieve at least a 20% reduction in annual petroleum consumption and a 10% increase in annual alternative fuel consumption by 2015 from a 2005 baseline.
Executive Order 13514 aimed to increase sustainability in the federal government and to make GHG emissions reduction a priority for federal agencies. Signed by President Barack Obama on October 5th 2009, this Executive Order does not rescind the previous requirements of Executive Order 13423.
Agencies are required to reduce petroleum consumption by 30% (2% annually) by 2020, from a 2005 baseline.
On May 24th 2011, President Barack Obama issued a Presidential Memorandum regarding Federal Fleet Performance. This Memorandum stated that by December 31st 2015, all new federal vehicle acquisitions (with some exception) would be AFVs. Agencies operating an AFV in a location where an alternative fuel is not located must also move that vehicle to a location where the alternative fuel is available and must run the vehicle on the designated alternative fuel.
