The "10-hour minimum rest period prior to the flight duty period", does this take into account commuting to and from work? Worst-cast scenario, my cousin use to commute from San Diego International Airport, CA to O' Hare International Airport, Chicago, IL to pick up his first flight of the day having been up for almost 7 hours just to commute from Oceanside, CA to catch his commuter flight to O’Hare and walk to the gate at O’Hare to start pre-flight operations to fly a 6 to 8 hour flight to Europe. When I was living in Marysville, CA, a friend had a similar commute from Yuba City, CA to San Francisco International airport to commute to Dallas Fort Worth to begin his first flight of the day. Are commutes like these considered in the rule? When does the 10 hours begin, when the pilot leaves work? Or when the pilot arrives home?
