The EFMP serves family members of all active duty personnel from birth to age 21 that have a special need or disability. Sponsors who have physical custody of a parent or relative older than 21 are also eligible for the program, i.e., a parent who had a stroke and is now in one's care.

EXAMPLES OF SPECIAL NEEDS: Attention Deficit Disorder, Diabetes, Asthma, Epilepsy/Seizure Disorder, Autism, Cerebral Palsy, and many mental and psychiatric disorders.

The EFMP has a resource library of videotapes, books, pamphlets, brochures, and handouts on various special needs and disabilities. You do not have to be enrolled in the program to be able to access the resource library. The EFMP Manager can help in providing you with resources in the Tri-County area such as location of local support groups. Services are available on a limited basis to civilians and contractors. Who is an exceptional family member?

New Resources

The Post Library and the Army Community Service (ACS) Exceptional Family Member Program (EFMP) now have new books on such topics as autism, cancer, attention deficit hyperactivity disorder, Down’s syndrome, and overall special needs. Some of the books are intended for children to understand the special need. Some are for adults. Feel free to come by the Post Library to borrow the books. You do not have to be enrolled in the EFMP to borrow these books. For more information, call 301-619-3385/2892.

An exceptional family member is a family member (child or adult) with any physical, emotional, developmental, or intellectual disability that requires special treatment, therapy, education, training, or counseling.

Examples of Special Needs or Disabilities are:

  • Mild Depression
  • Anxiety / Phobias & Panic Disorders
  • Diabetes
  • Attention Deficit Disorder (ADD)
  • Arthritis
  • Asthma

Community Support

EFMP Support Group

EFMP invites you to join our support group for families and individual with an interest in special needs.

The meetings will be open discussion or specific topic, quarterly, the 4th Wednesday of that month, at the Community Support Center, Bldg 1520, Family Support Conference Room, 129.

Bring your lunch. Drinks and light refreshments will be provided.

Respite Care

Do you have a family member with special needs or a disability? Could you use an occasional break to get away, even if it is to shop in peace or take a nap? If so, you may be interested in this.

The Exceptional Family Member Program (EFMP) offers respite care to anyone who is enrolled in the EFMP and meets the criteria. Decision on eligibility will be made on a case by case basis. We provide the funds for you to be able to leave that family member with a caregiver. We use the Child Development Center for hourly care for infants up till age 5.
