Nevin M. Weaver, FACHE VISN 8 Network Director
Mr. Weaver oversees healthcare delivery for the VA Sunshine Healthcare Network - VISN 8, a system of eight hospitals, 55 clinics, eight nursing homes, and five domiciliaries. Mr. Weaver's previous U.S. Department of Veterans Affairs experience includes serving as the Veterans Health Administration (VHA) Chief of Staff; Director of VHA Workforce Management and Consulting; VA Sunshine Healthcare Network Deputy Network Director; Associate Director at the Bay Pines VA Medical Center, and Providence VA Medical Centers; and Human Resources Manager at Albany. Mr. Weaver is a Fellow in the American College of Healthcare Executives. He holds a Masters degree in health administration from the University of Colorado and a Masters degree in government from Lehigh University. He received his undergraduate degree from Susquehanna University.

Joleen Clark, FACHE VISN 8 Deputy Network Director
Joleen Clark serves as the Deputy Network Director for VISN 8. She has been in this role since December 2010. In her current role, she has oversight and responsibility for multiple aspects of network operations. She previously served as the Chief Officer, Workforce Management and Consulting in VHA, Central Office. She has been employed by the Department of Veterans Affairs for over 30 years, with a primary focus in Human Resources, Workforce Planning and Development and Financial Management at the facility, network and national levels. She holds a Masters degree in Business Administration from Southwest University, and received her undergraduate degree from Auburn University Montgomery. Ms. Clark is a graduate of Leadership VA, the Executive Career Field Development Program and the Health Care Leadership Institute and is a member of the American College of Healthcare Executives and the Society of Human Resources Management.

Michela Zbogar, MD, MBA VISN 8 Chief Medical Officer
Dr. Michela Zbogar is responsible for the quality of the clinical programs within VISN 8, focusing on the four missions of the VA: patient care, academics, research, and emergency preparedness. She also functions as the VISN 8 Academic Affiliation Officer and Medical Director of the Telecare program. Dr. Zbogar came to VISN 8 from the Lebanon VA Medical Center, where she served as Chief of Staff. She also served as Chief of Medicine/Product Line Manager for Primary Care at the Erie VAMC and was key in their receiving the Carey Award for Health Care in 1993. She started her VA career in 1988 at the Bay Pines VAMC where she served as Section Chief for Internal Medicine. Dr. Zbogar is board certified in internal medicine, and completed a Master’s degree in business administration in 2000. She is a graduate of the Wayne State University College of Medicine, and completed her residency in the Medical Center hospitals in Detroit. She received her undergraduate degree from the University of Michigan.
