A Requirements Manager is a military member or DoD civilian charged with developing, assessing, validating, and prioritizing requirements and associated requirements products. The Requirements Manager is the warfighter’s representative to all of defense acquisition – the combination of the Defense Acquisition System (DAS), the Joint Capabilities Integration Development System (JCIDS), and the Planning, Programming, Budgeting, and Execution (PPBE) system.

By Congressional Mandate - Section 801 of the National Defense Authorization Act of Fiscal Year 2007 requires the Under Secretary of Defense for Acquisition, Technology and Logistics to establish competency requirements and a training program to certify DoD military and civilian personnel with responsibility for generating requirements for Major Defense Acquisition Programs (MDAPs).

The most effective Requirements Managers are those men and women who have recently had their boots on the ground, or in the salt water, or on the tarmac. The challenge is to communicate warfighter’s needs to Program Managers and to Program Offices.

The Requirements Management Community of Practice (CoP) serves as the central repository for requirements management knowledge. This Community is focused on providing 24/7 unclassified resources such as learning materials, links, policies, and news to assist those involved in the requirements process.
