Douglas M. Bell

Assistant U.S. Trade Representative for Trade Policy and Economics

Mr. Bell is Counselor and the Assistant U.S. Trade Representative for Trade Policy and Economics. In this position he has responsibility for trade policy coordination across the USG, economic analysis on trade matters, and the strategy portfolio for USTR. He also coordinates the market access, customs and rules of origin efforts for the Trans-Pacific Partnership (TPP) negotiation.

Prior to rejoining USTR, Mr. Bell was the Director for Trade and Investment with the National Security Council (NSC). His responsibilities included the full range of multilateral, regional and bilateral trade and investment issues.

Before joining the NSC, Mr. Bell was the Deputy Assistant U.S. Trade Representative for South East Asia and Pacific with USTR. His responsibilities included the development of the strategic and negotiating framework for the United States’ participation in the TPP FTA. As the Deputy in the Middle East and North Africa office, Mr. Bell managed the negotiations and implementation of the U.S. Morocco FTA as the Deputy Chief Negotiator. He also played a key role in developing the Middle East Free Trade Area Initiative and its implementation.

Prior to joining USTR, Mr. Bell was the regional economic officer in the U.S. State Department on Middle East issues and he also served in Kuwait and Sweden as a Foreign Service Officer. Before joining the State Department, Mr. Bell worked in the private sector as a financial manager for the Hewlett-Packard Company, and with the Federal Reserve Board of Governors on international financial issues.

Mr. Bell received a MS in Management from the Sloan School at the Massachusetts Institute of Technology, and a BA in economics from the University of California, Berkeley.
