RDML Harr received his Bachelor of Science degree from East Tennessee State University in 1979. He received his Doctor of Medicine degree from Wake Forest University School of Medicine in 1983. RDML Harr completed a residency in General Surgery in 1988, a Fellowship as the A. Robert Cordell Fellow in Cardiovascular surgery in 1989, and a residency in Cardiovascular and Thoracic Surgery in 1991. He is Board Certified by the American Board of Surgery and the American Board of Thoracic Surgery.
RDML Harr entered military service as a direct commissioned officer in September 1989. He initially served in a Primus unit in Greensboro, NC. After completing residency training he served with Naval Hospital Camp LeJeune as a Cardiovascular Surgeon. His duties included service with the Cardiovascular and Thoracic surgery team from Balboa Naval Medical Center, and served as the interim ship's surgeon on the aircraft carrier USS John C. Stennis (CVN 74).
He affiliated with the 4th Medical Battalion in 2004, serving as a surgeon with a Forward Resuscitative Surgical System. He was appointed Officer-in-Charge of Headquarters and Service Company, Detachment 12, in Charlotte NC, in 2004. RDML Harr was appointed Chief of Professional Services for Surgical Company Bravo, 4th Medical Battalion in 2006. Exercises included Operation Artic Care 2005 during which his unit received the Public Health Service Unit Commendation Medal and African Lion 2006, during which he served as the Officer-in-Charge of the Forward Resuscitative Surgical System. He became Group Surgeon fo the 4th Marine Logistics Group in December 2006, serving as special staff to the Commanding General of 4th Marine Logistics Group. He was selected for command of the 4th Medical Battalion and assumed those duties December 2009. He held command until January 2011.
Following his promotion to the rank of Rear Admiral in December 2010, RDML Harr has served as Medical Officer to the Marine Corps, Reserve Component and the Deputy Director to the Medical Corps, Reserve Component. Additional duties have included membership on the Executive Committee of the Medical/Dental Staff of the Navy Reserves from 2002 to 2006 and served as the chairman of that committee from 2006 to 2007. RDML Harr remains an alternate committee member today.
His civilian duties include the practice of adult Cardiac and Thoracic surgery in Charlotte, NC. RDML Harr has served as Chief of Thoracic Surgery, CHief of Surgical Specialties, and President of the Medical Staff at Carolinas Medical Center-Mercy (CMC). He is the Director of Thoracic Surgery Education in the Department of General Surgery at Carolinas Medical Center where he is actively involved in the training of general surgery residents.
RDML Harr's personal decorations include the Meritorious Service Medal (2 awards), Navy and Marine Corps Commendation Medal (2 awards), United States Public Health Service Unit Citation and various service medals.
