FM 7-0 (Training For Full Spectrum Operations) Revision Update

The revised FM 7-0 is still in development, but should begin the staffing process to the Army within the next 30 days. Once comments from the field are reviewed and adjudicated, a decision will be made to either continue with another staffing, or proceed to approval and publication. Here’s a summary of the changes that are being considered for the revised manual:

Chapter 1:

  •  Updates and reinforces the concept that the Army must change its mindset on training from pre- 9/11 approaches.
  • Stresses the importance of training for full spectrum operations (FSO) and not just focus on Major Combat Operations (MCO).
  • Verbiage made more concise and compact.
  • Incorporates ideas and concepts from the CSA’s white paper comments on FSO METL and VCSA’s article comments entitled ‘Less is More’.
  • Removes Figure 1-1 Aim Point for Army training and leader development per CSA directive.

Chapter 2:  Introduces an eighth principle of training – Train Fundamentals First.

Chapter 3:  No substantive changes. 

Chapter 4: 

  • Removes references to Core Mission Essential Task List (CMETL) and Directed Mission Essential Task List (DMETL) and replaces both with the concept of a single, Full Spectrum Operations METL. 
  • Introduces the concept of the Training Management Process as a series of related and synchronized events that occur during the training cycle. 
  • Develops and expands the concept of the Integrated Training Environment (ITE). 
  • Expands on the use of gaming as an element of ITE. 
  • Includes an update and expansion of the ARFORGEN process and how it is tied to training management.

    Saul – yes. There will be some mention of OBTE in the revised FM 7-0. It will not go into any great detail, but will cover the basics of what it is and how it can be leveraged to improve training.

    Do you anticipate any changes that would include language regarding Outcome-Based Training and Education (OBTE)? I understand that there are proposed changes to TR 350-70 to include this concept but did not know if that was the case for the FM 7-0 revision.
