Immigrant visas (also called “residency visas”) are for those individuals who intend to live permanently in the United States.

The United States Consulate in Merida does not process Immigrant Visas.

In the country of Mexico immigrant visas are processed only at the U.S. Consulate in Ciudad Juarez and the U.S. Embassy in Mexico City.  Please note that Mexico City only processes F4 (sibling of U.S. citizen) and adoption category immigrant visas.  Ciudad Juarez processes all other categories of immigrant visas.

U.S. citizens residing in the U.S. must file an I-130 petition with a United States Citizenship and Immigration Service (USCIS) office located in the U.S.  For more information, please visit the U.S. Citizenship and Immigration Services website.

U.S. citizens residing in the country of Mexico may file I-130 petitions at one of the USCIS offices in Mexico, which include U.S. Embassy Mexico City and the Consulates in Monterrey and Ciudad Juarez.

How to file an I-130 petition with USCIS Mexico City

  1. I-130’s are accepted in Mexico City if the U.S. citizen petitioner has an FM2, FM3 or dual citizenship (i.e. to prove Mexican residency). 
  2. The petitioner/beneficiary do not have to appear in person to file the I-130 – it can be mailed in.  For Embassy Mexico City’s mailing address please visit the U.S. Embassy Mexico website. Payment is with a cashier check or a money order drawn on a U.S. bank only and payable to “U.S. Department of Homeland Security” or “DHS/CIS” and in US dollars.  The USCIS office does NOT accept personal checks.
  3. For instructions on fee amount and on what documents and/or translations must be filed with the I-130 please visit the U.S. Citizenship and Immigration Services website. (go to “Forms,” then I-130).  You may also wish to visit the International Immigration Offices section for more information about USCIS offices abroad.
