IHNC Surge Barrier and Seabrook Floodgate Complex
NEW ORLEANS – The U.S. Army Corps of Engineers, New Orleans District will host a public meeting to discuss the proposed operating procedures for the Inner Harbor Navigation Canal (IHNC) Surge Barrier and Seabrook Floodgate Complex on Tuesday, Feb. 19, 2013. Corps project managers will be available to answer questions during an informational open house, and then a formal presentation and discussion period will immediately follow.
The IHNC Surge Barrier is located at the confluence of the Gulf Intracoastal Waterway (GIWW) and the Mississippi River Gulf Outlet (MRGO), about 12 miles east of downtown New Orleans. The surge barrier works in tandem with the Seabrook Floodgate Complex, which is located at the north end of the IHNC (also known locally as the Industrial Canal) near Lake Pontchartrain. The projects reduce the risk associated with a storm surge that has a one percent chance of occurring in any given year.

NEW ORLEANS -The U.S. Army Corps of Engineers awarded a $3 million contract to Healtheon, Inc. to install a drainage system along the West Return Floodwall in Jefferson Parish from slightly north of I-10 to Lake Pontchartrain. This system will collect rainwater flowing towards adjacent residential properties and drain directly into the nearby canal.
Construction of the “Lake Pontchartrain & Vicinity Hurricane Protection Project, Landside Drainage Along West Return Floodwall” will consist of excavating a shallow drainage area, digging trenches for underground drainage pipes and removing trees within the project area.
Additional underground drainage pipes will be installed on Vintage Dr. and West Esplanade Ave. to allow rainwater captured from the new drainage area to drain directly into Canal 17.
Temporary traffic impacts are anticipated west of Tulane Ave. on Vintage Dr. and West Esplanade Ave.
The landside drainage construction is expected to be completed in late 2013; however, the storm drainage system will be functional once pipes have been installed.

NEW ORLEANS -The U.S. Army Corps of Engineers awarded a $2.2 million contract to Louisiana-based Phylway Constructors LLC to build seepage cutoff measures along the Lake Pontchartrain levee from Franklin Ave to the Seabrook Floodgate Complex. Construction is expected to be complete by late summer 2013.
Construction of the “Lake Pontchartrain & Vicinity Hurricane Protection Levee, Orleans Metro Seepage Cutoff, Seabrook to Franklin Ave” will consist of driving 20 ft long sheet pile at the flood side toe of the levee from Franklin Ave to the vehicle floodgate near the former site of Camp Leroy Johnson. Once the sheet pile is driven, a clay cap will be placed over the sheet pile and adjacent to the flood side levee slope.

Greater New Orleans Hurricane & Storm Damage Risk Reduction
NEW ORLEANS, LA – The U.S. Army Corps of Engineers, New Orleans District, today released a report entitled "Comprehensive Environmental Document (CED) Greater New Orleans Area Hurricane Storm Damage Risk Reduction System (HSDRRS)" for a 60-day public review and comment period.
The CED describes the five-parish HSDRRS with a cumulative impact analysis; identifies remaining data gaps, conceptually explains the status of the proposed mitigation plan, and informs on the development of long term operations and maintenance. The Corps is preparing the CED concurrently with the ongoing construction of the HSDRRS. Although it does not include a full cumulative effects analysis of the completed HSDRRS, sufficient information is available to provide a preliminary cumulative impacts assessment, as well as other project updates. The CED will be supplemented at a later date once construction on the HSDRRS is complete.
The CED is currently available for review and comment at mvnenvironmental@usace.army.mil. The deadline to submit comments is on Monday, Apr. 8, 2013. All comments postmarked on or before the expiration of the comment period will be considered.

Corps to host public meeting to discuss environmental document Morganza to the Gulf Project NEW ORLEANS – The U.S. Army Corps of Engineers, New Orleans District will host a public meeting to discuss the draft Post Authorization Change (PAC) Report and draft Revised Programmatic Environmental Impact Statement (RP EIS) for the Morganza to the Gulf of Mexico (MTG) project on Thursday, Jan. 31, 2013. The draft "Revised Programmatic Environmental Impact Statement Morganza to the Gulf of Mexico, Louisiana," is currently available for a 45-day public review and comment period. The report can be accessed at the following link: http://1.usa.gov/ZVel3A or an electronic copy (CD) will be made available upon request. The PAC report and RPEIS reflects a substantial cost estimate increase following the incorporation of post-Katrina design criteria and the 36–mile extension of the authorized alignment.
