Programs
Community Livelihoods Project (CLP):
This integrated, flexible, multisectoral initiative is the flagship project of the 2010-2012 USAID/Yemen Strategy. Based on tried and innovative tools from other transition and development environments, the CLP is intended to mitigate the drivers of instability in some of Yemen’s most difficult areas by facilitating quality basic services, job creation and economic opportunities, responsive local governance, and active civic participation. A hallmark of this project will be its rapid response to community-based initiatives, which will demonstrate the commitment of the Government of Yemen and USAID to underserved communities Youth under 25 years old who represent 75 percent of Yemen’s population and are a particularly important demographic group for inclusion. Activities are designed to quickly and effectively mitigate threats to stability in Yemen by building trust between Yemeni authorities and citizens in communities that have had historically strained relations with the government. Local Yemeni organizations will play a significant role in the implementation of this project.
Responsive Governance Project (RGP):
USAID/Yemen second integrated, multisectoral governance program, the RGP, is complementary to the Community Livelihoods Project (CLP) and is a key part of USAID/Yemen’s stabilization strategy. RGP is intended to facilitate more equitable socioeconomic development by strengthening public policies and institutions that will help mitigate the drivers of instability in Yemen. The RGP promotes a more representative, transparent, responsive, and reliable Yemeni government that meets the needs of its most vulnerable citizens. The project will focus on initiatives that directly satisfy the needs identified in USAID’s strategy, that are supported by the Government of Yemen, or that have garnered sufficient support and are expected to produce cost-effective strategic impact. Activities will quickly and effectively mitigate critical threats to stability in Yemen by reestablishing trust and by restoring the legitimacy of the Government of Yemen in communities that have experienced strained relations with the government. Important features of the project include involvement of youth under 25 years old, engagement of tribal and religious leaders, and gender sensitivity.
Yemen Monitoring and Evaluation Project (M&E):
The primary objective of the M&E Project is to provide continued, on-the-ground performance monitoring, verification, and evaluation of the impact, output, outcomes, and results of USAID projects in support of USAID/Yemen’s stabilization strategy. The M&E Project supports USAID/Yemen in meeting day-to-day needs for qualitative, quantitative, and analytical information, enabling staff to make informed program management decisions and program corrections, as necessary. Information from the M&E Project will be used to test the hypothesis that targeted development interventions positively impact stability. Participation by local Yemeni firms is intended to build local capacity in project monitoring, as well as data collection and analysis. The project will facilitate USAID's coordination with other development partners and the government.
Youth Stabilization Initiative (YSI):
The YSI is a multifaceted effort to target the needs and aspirations of potentially disaffected Yemeni youth. The program aims to reduce frustration, alienation, and the attraction of extremist ideologies by supporting the productive involvement of youth in their communities and by offering them opportunities to build their skills and experience. The YSI works to improve basic social services for vulnerable youth, increase workforce opportunities for youth, increase youth involvement in constructive community initiatives and civic activism, and expand the engagement of religious actors in educating youth about their rights, roles, and responsibilities as good citizens. Activities include promoting volunteerism and good citizenship, as well as supporting job skills training, employment opportunities, and sports involvement to promote leadership skills. YSI is complemented by several smaller conflict mitigation projects intended to reduce the incidences of violence and inert- and intra- tribal conflict as a way to address grievances.
