This Customer Support Ruling discusses forwarding of mail marked as Free Matter for the Blind or Handicapped.

Mail marked “Free Matter For The Blind Or Handicapped” will be forwarded without further payment of postage provided that proper notification of change of address has been filed with the post office serving the old address (507.2.2.1).
