Program Management

The Office of Environmental Management’s (EM) top priority is to ensure proper implementation and continuous improvement of Integrated Safety Management Systems (ISMS) in the EM complex and to serve as a focal point for EM safety standards and policy development and interpretation and interfaces with internal/external oversight organizations

The Office of Environmental Management strives to assure effective project, acquisition, and contract management, by working closely with senior level officials in Headquarters and Field Managers; external stakeholders; and major contractors for the purpose of achieving acquisition and project management objectives of the Office of Environmental Management (EM)

The mission of this program office is to develop policy and guidance on regulatory compliance and to assist sites in ensuring compliant and risk-informed cleanup strategies and programs.

The mission of the Office of Program Planning and Budget is to manage, integrate and coordinate planning and budget support for the Department of Energy’s Office of Environmental Management, while aiming to reduce the life-cycle costs of projects and accelerate the cleanup of the Cold War environmental legacy safely, efficiently and cost-effectively.

Part of EM’s ongoing mission is to manage, integrate, coordinate, and independently oversee the implementation of Project Management (PM). This program serves as the PM focal point and is the primary interface with the DOE Office of Acquisition and Project Management and other DOE organizations to ensure the effective and consistent implementation of policies and directives for capital project and operations activities.

EM provides program management support across the EM complex that support a varied array of EM services, all with the goal of continuously improving performance.  These include the Office of Acquisition and Project Management whose mission is to assure effective project, acquisition, and contract management, by working closely with senior level officials in Headquarters and Field Managers; external stakeholders; and major contractors for the purpose of achieving acquisition and project management objectives of the Office of Environmental Management.  The Office of Safety, Security and Quality Programs manages the safeguards, security and emergency preparedness activities for the Office of Environmental Management and the mission of the Office of Program Planning and Budget is to manage, integrate and coordinate planning and budget support for the Office of Environmental Management.  This office also aims to reduce the life-cycle costs of projects and accelerate the cleanup of the Cold War environmental legacy safely, efficiently and cost-effectively.
