Answer: Due to factors beyond the FAA's control, the Data Migration Tool (DMT) is no longer supported.

Instead, ESRI, Autodesk and Microstation/Bentley-Map templates are available to download from the Surveyor Introduction page. These templates contain no data but can be used to enter data into a format and structure that complies with FAA requirements.
