The Spectrum and Competition Policy Division is responsible for formulating and implementing spectrum, competition, and infrastructure policies that promote access to and efficient use of radio spectrum for wireless communications and encourage competition in the telecommunications marketplace.

Portfolio of Issues

  • Spectrum Policy (e.g., secondary markets, implementation of Spectrum Policy Task Force report)
  • Competition Policy (e.g., merger review and wireless/wireline issues such as LNP, intercarrier compensation, and universal service fund)
  • Consumer Policy (e.g. Wireless service quality, wireless privacy issues and Hearing Aid Compatibility)
  • Infrastructure Policy (e.g., NEPA policy and adjudications, Antenna Registration policy, other tower issues such as local zoning and preemption issues)
  • Industry Analysis (e.g., CMRS competition report)

Please Note: While divisions have primary responsibility for the issues listed, they will often find it necessary to coordinate and collaborate on a number of issues as they have historically.
