The Army's Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Materiel Enterprise is collectively responsible for the life-cycle support for C4SIR system and battle command capabilities for the joint warfighter. The C4ISR Materiel Enterprise is a subset of the Army's Materiel Enterprise; one of four Army Enterprises, which also include: Human Capital; Readiness; and Services and Infrastructure. The enterprise is co-chaired by the Army Materiel Command (AMC) and the Assistant Secretary of the Army for Acquisition, Logistics and Technology, commonly referred to as ASA/ALT. The C4ISR Materiel Enterprise is made up six primary organizations, three from AMC and three from ASA/ALT.

Together, these organizations develop, acquire, provide, field and sustain world-class C4ISR systems and battle command capabilities for the joint warfighter. The C4ISR Materiel Enterprise has presence in 31 states and 27 countries to service the C4ISR needs of the U.S. joint warfighter across the globe.

The enterprise comprises the following U.S. Army organizations:

Army Contracting Command - Aberdeen Proving Ground (ACC-APG)

The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) is a Contracting Center under the direction of the U.S. Army Contracting Command. ACC provides global contracting support to a diverse customer base in support of the Joint Warfighter. The ACC Executive Director and staff components are located at Aberdeen Proving Ground in Maryland. In addition to APG, ACC has a contracting presence at various locations including Adelphi, MD; Denver, CO; Ft. Belvoir, VA; Ft. Huachuca, AZ; Frederick, MD; Natick, MA; Orlando, FL; Research Triangle Park, NC; and Tobyhanna Army Depot, PA. The Center provides comprehensive contracting, business advisory support and sustained expertise through six major competency areas: Research and Development; Command, Control, Communications, Computer, Intelligence, Surveillance and Reconnaissance (C4ISR); Cybersecurity; Test and Evaluation; Chemical and Biological Defense; and Medical Research. ACC's contracting and procurement expertise also includes installation and base operations, foreign military sales, grants, cooperative agreements, depot-level maintenance and other transactions. top

PEO C3T designs, acquires, fields and supports fully integrated and cost-effective C4ISR solutions that meet warfighter capability needs while sustaining a world class work force. top

Program Executive Office for Intelligence, Electronic Warfare and Sensors (PEO IEW&S)

PEO IEW&S develops, acquires, fields, and provides for life cycle support of intelligence, electronic warfare, and target acquisition capabilities — integrated in the layers of the network, operationally relevant to understanding the battlefield, and enabling persistent surveillance. These capabilities are essential to set the conditions for the joint warfighter to control time, space, and the environment, while greatly enhancing survivability and lethality. We will accomplish this with continuous warfighter focus to provide capability in the right place, right time, and at the best value for our nation. top

Program Executive Office for Enterprise Information Systems (PEO EIS)

PEO EIS enables information dominance by developing, acquiring, integrating, and deploying enterprise-wide, network-centric information management and communications to meet the Army's current and future mission requirements. PEO EIS provides infrastructure and information management systems for the Army, enabling it to achieve victory through total information dominance. PEO EIS develops, acquires and deploys tactical and management information technology systems and products. PEO EIS is well-known as a systems acquisition, development and integration center of excellence. Under the management of four Deputy Program Executive Officers, five directorates and many Project/Product managers, PEO EIS develops and fields a wide range of products and services that support the Army. PEO EIS is dedicated to supporting the war fighter and contributes to the global war on terror and the war in Iraq. Through its diverse programs, PEO EIS touches every Soldier every day. PEO EIS continually finds ways to serve the Army and the Department of Defense (DoD). top

U.S. Army Communications-Electronics Command (CECOM)

The U.S. Army Communications-Electronics Command (CECOM) aspires to be the life-cycle provider of choice for supporting joint warfighting superiority through world-class globally-networked Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) systems among the joint, inter-agency, intergovernmental and multinational communities. A subordinate of the Army Materiel Command (AMC), CECOM and its strategic partners are vital members of the new Materiel Enterprise, providing C4ISR systems and sustainment to Army forces through the Army Force Generation (ARFORGEN) process.

CECOM is comprised of approximately 13,000 military, civilian and contract personnel across five CECOM organizations.

With these elements combined, CECOM provides support for communications and electronics equipment and capabilities including for example: avionics radios and communications; quality assurance test equipment; high frequency radios; command and control communications; satellite communications; countermeasure equipment; night vision goggles; laser infrared observation sets; battlefield sensors; ground surveillance radar; mine-detection sets; joint warfighter software support; interoperability of software and IT systems and infrastructure among other capabilities. top

U.S. Army Communications-Electronics Research, Development and Engineering Center (CERDEC)

Communications-Electronics Research, Development, and Engineering Center develops and integrates C4ISR technologies that enable the warfighter to sense the battle space; deny and disrupt enemy efforts; and remain "connected" to achieve and sustain information superiority, strike with decisive lethality and survive.

CERDEC's many government-unique and world-unique facilities support a broad range of technical areas that leverage expertise in the radio/digital/electronic realms of information technology and systems engineering including command and control, communications, computers, electronic warfare, and sensors. CERDEC is headquartered at Aberdeen Proving Ground, Md. with facilities at Joint Base McGuire-Dix-Lakehurst, N.J. and Fort Belvoir, Va.
