How To

This section provides consultants with information on important sites and the process CFLHD utilizes to award A/E contracts. During the solicitation, selection, and award of new contracts, the point of contact is the Acquisitions staff. The name, number, and e-mail address of the administering individual(s) will be referenced in the synopsis.

Notice to Prospective Offerors: Marketing your firm in advance of, during, or after our solicitation and award process does not give any form of advantage for selection of IDIQ or Task Order Awards. As a Federal office we conduct A/E acquisitions in accordance with the Federal Acquisitions Regulation 36.6, Transportation Acquisition Regulation 1236.6 and Transportation Acquisition Manual 1236.6. There are strict processes and guidelines that we must follow for solicitation, selection, and award of A/E contracts.

Solicitation Process:

Synopsis: The Acquisitions staff publishes the synopsis for the requirement on the FedBizOpps site. The synopsis provides prospective consultants with enough information to submit a proposal, i.e., description of the types of services required; the type of IDIQ anticipated (Firm Fixed Price, Labor Hour, Cost Plus, or a combination); the number of contracts anticipated for award; the contract maximum and minimum; qualification requirements; and submittal information required for evaluation. Contractors submitting proposals in response to CFLHD's A/E solicitations may access the A/E Qualifications form (SF-330) at the General Service Administration (GSA) Website. After the closing date set for the Request for Proposal, the process then moves to the Selection phase.

Selection of Firms: Contractor's proposals are evaluated on qualifications stated in the synopsis. The evaluation may require oral presentations. The evaluation board conducts the evaluation, provides the selection authority with the results, and develops a list of the most highly qualified firms. These selected firms are now considered as part of the award phase.

Award Phase: The number of top rated firms equal to the number of anticipated contracts are asked to provide fee proposals based on common labor classifications, overhead, and profit rates. The Government may conduct an audit of the firm(s) to verify the proposed rates. All firms are considered eligible for award until final negotiations are complete.

General Operating Practices (Task Order Award):

As requirements arise for A/E services, CFLHD prepares a scope of work in order to issue a task order. Task orders are written against the contract to a specific firm generally based on their qualifications, experience, and past performance. Other considerations for selection may include maintaining continuity of personnel assigned to a task order, ability to deliver the requirements under time constraints, or other special circumstances.

Price proposals based on the task order level of effort are provided to CFLHD and negotiated within the time frames stated in the contract. Upon successful negotiations, a task order is issued to the A/E firm.
