Office of Management

The Office of Management (OM) is a service and support organization that specializes in administrative and technical problem solving and advocating the CVM mission's needs. There are six staffs within OM:

The Business Informatics Staff
The Talent Development Staff

The Program & Resource Management Staff:

 

  • Provides budget execution (Salaries & Expenses and User Fee) and fiscal accounting services for the Center. Monitors and provides officials with continual awareness of obligated commitments and status of funds.
  • Conducts payroll, operating, and user fee analysis and forecasting of resources throughout the year.
  • Provides administration of the Animal Drug Use Fee Act (ADUFA) and Animal Generic Drug User Fee Act (AGDUFA). Manages and tracks Congressional requirements including collections and performance.
  • Provides coordination for procurement and contract activities, as well as leveraging initiatives. Interfaces with the Office of Acquisitions and Grants Services.
  • Implements the purchase card program for the Center. Conducts periodic audits, creates new accounts, and provides support to cardholders.
  • Coordinates and facilitates the implementation of Activity Time Reporting in CVM.
  • Provides support to end users on UFMS/iProcurement related issues and coordinates with Office of Financial Management (OFM) on the administration of user accounts and training.

 

The Business Informatics Staff:

 

  • Serves as the liaison between the Center and the Office of Information Management (OIM).
  • Coordinates and manages the Center IT Investment Review Board and supports the Agency’s Information Governance Board (IGB).
  • Coordinates and manages the User Fee Billing Process and interacts with the Office of Financial Management (OFM) in preparing and processing annual user fee bills.
  • Coordinates and manages the OIM hardware and software purchases, including Blackberrys, IronKeys, Tokens, and Laptops.
  • Manages the Center’s IT Portfolio and provides Capital Planning and Investment Control (CPIC) functions to HHS.
  • Serves as the Executive Business Sponsor for Center-specific IT systems and ensures systems are Certified and Accredited (C&A) and have the Authority to Operate (ATO) prior to deployment, and routinely thereafter.
  • Serves as the Center’s electronic submissions liaison and outreach to external stakeholders.

 

The Talent Development Staff:

 

  • Manages the Talent Development Learning Center (TDLC) to deliver training, education, and professional development services to the CVM workforce.
  • Promotes CVM as a learning organization through a continuous, life-long learning process of inquiry and improvement that keeps pace with the speed of change.
  • Analyzes, designs, develops, implements, and evaluates competency-based training, education, and professional development programs, curricula, and courses in support of CVM’s workforce in the areas of science, regulation, safety, leadership, management, technology, and administration.
  • Provides developmental planning consultations to individuals, customer organizations, and the CVM Education Committee.
  • Manages the CVM eLearning Program and administers the CVM Learning Management System (LMS) in a continuous effort to provide high quality, computer-based learning opportunities that are accessible, convenient, time efficient, and cost effective.
  • Creates connections between continuous learning, knowledge management, and the High Performance Organization (HPO) environment so that learning is relevant, current, practical, and actionable and meets the unique challenges of CVM's scientific and regulatory environment.
  • Develops policies and guidelines for building collaborative partnerships with academic institutions to develop programs of mutual benefit that increase the understanding between these vital contacts and CVM. Oversees educational and academic programs available to employees for professional development, talent management, and unique veterinary public health initiatives.

 

The Management Logistics Staff:

 

  • Serves as the Environmental, Health and Occupational Safety System Program Manager and spearheads the development, implementation and maintenance of Center environmental, health and safety policies, procedures, and programs.
  • Oversees organizational resources to effectively administer support program operations.
  • Serves as Center liaison for accountable and non accountable property activities including policy, compliance, and surplus.
  • Serves as the Center focal point for facility services and telecommunications services.
  • Serves as the Center focal point for travel services.
     

 

Human Capital Management Staff:

 

  • Conducts workforce planning and strategic human capital planning efforts for the Center to include assessing future skills needed to ensure the attainment of changing operational goals and objectives. Defines the strategic roles or positions that are required to execute CVM’s objectives as well as the critical competencies for these roles. Prioritizes, develops and implements the Center’s human capital programs assuring alignment with CVM business objectives, as well as with Agency and Departmental human resource policies.
  • Manages the Center’s talent acquisition process to include advancing outreach efforts for HHS/FDA/CVM’s recruitment of highly skilled individuals. Promotes public awareness of the Center’s career opportunities, internships, and student appointments. Coordinates all recruitment marketing and communication activities to attract a talented, professional, and diverse workforce.
  • Advises CVM Management, employees and potential candidates on the federal recruitment system. Specifically, options for recruitment, navigating the application process, and ensuring that Management receives the most qualified candidates for their specific vacancies.
  • Serves as the liaison between CVM and the Human Resources Servicing Center on all personnel issues including, but not limited to, Capital HR, appointment mechanisms, recruitment flexibilities, SES appointments, Title 42 appointments, retention flexibilities and position management.
  • Effectively contributes to employee engagement by managing the Center’s Onboarding Program.
  • Manages the Center’s performance policy ensuring employee development is allied with organizational, departmental, and/or work group needs.
  • Manages talent retention endeavors such as the Center’s Employee Exit Program, Quality of Work/Life Program, Awards Program, and serves as liaison between Office of Financial Service and the Payroll Customer Service Team for all activities related to leave and pay issues.
  • Serves as the Ethics liaison between CVM and the Agency. Must continuously keep abreast of current Ethics regulations, policies and procedures, provide accurate, technical guidance to CVM staff, and accurately and consistently complete data calls and special requests.
  • Manages the Center’s Commissioned Corps program.
  • Serves as Center contact for organizational transfers, account access and day-to-day maintenance of EASE.
  • Serves as liaison between Center and Program Support Center for activities related to production of timecards in ITAS. Activities may include technical assistance and applying business rules.
  • Provides expert guidance and advice with matters involving complex and sensitive employee relations issues.

 

The Budget Planning & Evaluation Staff:

 

  • Leads the development and analysis of the Center’s performance budget through all phases of the Department and Congressional budget process. This includes budget analysis, budget formulation and justification, performance briefing material, responses to Questions for the Record (QFRs), Significant Items and Reports, and other responses to Congressional requests.
  • Serves as the liaison between the Center and FDA Office of Budget on budget formulation issues. This includes conducting various internal reviews and analyses in accordance with instructions and guidelines provided by the Agency, Department, OMB and Congress.
  • Leads the development and implementation of the CVM Operational Plan to identify, communicate, and monitor progress on key priorities for the year that advance the strategic plan.
  • Member of FDA Strategic Planning Council to support major Agency initiatives related to strategic planning, annual performance planning and reporting, such as FDA-TRACK. Leads FDA-TRACK reporting activities for CVM, including maintaining dashboards, developing performance measures, coordinating and analyzing data, and reviewing web content.
  • Conducts industry and trend analyses to assess the impact of changing internal and external environment on CVM programs and resources.
  • Develops cost models for the new and existing programs.
  • Provides analytical and project management support for the user fees associated with the Animal Drugs and Feeds program.
  • Leads CVM’s annual statement of assurance on the adequacy of the CVM's systems of internal accounting and administrative controls, as required by the Federal Managers Financial Integrity Act (FMFIA).
